This role supports a large-scale organizational transformation within a complex public-sector environment by strengthening portfolio, program, project, and product management governance. You will play a central role in increasing PPM maturity by structuring strategic steering, aligning business and IT initiatives, and enabling data-driven decision-making. The position combines strategic oversight, operational execution, and change leadership within a multidisciplinary landscape.
Key Responsibilities
Maintain an integrated, up-to-date view of the full portfolio of projects, programs, and products
Facilitate portfolio selection, prioritization, and capacity planning across business, IT, and data domains
Monitor resources, budgets, risks, dependencies, and performance indicators, and report to senior management
Design, implement, and evolve a PPM methodology based on Prince2, enriched with Agile and product-oriented practices
Support the structuring, implementation, and follow-up of the overarching PPM program
Drive change management activities, stakeholder communication, and adoption of a modern PPM tool
Ensure structured knowledge transfer and long-term sustainability of PPM governance
What are we looking for?
You have proven experience as a PMO Manager or in a comparable PPM governance role
You have experience working in large, complex organizations (1,500+ employees)
You hold a Master's degree
You are Prince2 Foundation certified (must)
You bring hands-on experience with hybrid governance models (Prince2 combined with Agile)
You have experience implementing or operating PPM tools
You are proficient with the Office suite and Power BI for reporting and dashboards
You have strong experience with data-driven reporting using KPIs
You have a good understanding of IT and data processes
You are fluent in French AND Dutch, with passive knowledge of English
Nice to Haves
Prince2 Practitioner and/or MoP certification
Experience with Agile frameworks such as Scrum or Kanban
Knowledge of product management practices (roadmaps, backlogs, product lifecycle)
Experience with integrated resource and capacity management
Exposure to structured change management in enterprise transformations
