At ICF Next, we are looking for the Senior Outreach Expert (EU Campaigns) provides end-to-end leadership across all outreach disciplines on EU communication campaigns. The role takes a 360° view of outreach, ensuring that social media, influencer engagement, paid media, media relations, stakeholder engagement and partnerships are designed and delivered as one integrated ecosystem, fully aligned with campaign objectives and EU institutional requirements.
You will act as the strategic integrator and quality guardian for outreach, ensuring coherence across channels, consistency of narratives, and measurable impact across multi-country EU programmes.
Key responsibilities:
360° outreach design and implementation
1. Take full ownership of outreach activities across all disciplines, including social media, influencer engagement, paid media, media relations, stakeholder and partnership activities.
2. Design and oversee integrated outreach plan/communication plan that align all channels behind common objectives, messages, audiences and KPIs—avoiding silos between earned, shared, owned and paid outreach.
3. Ensure outreach is embedded from the start in wider campaign strategies.
Channel-specific leadership with cross-channel coherence
Provide senior guidance and oversight to specialists across outreach disciplines, ensuring.
4. clear role definition for each channel within the outreach mix
5. strong coordination between social, influencers, paid amplification, press/media and stakeholder activities.
6. optimum liaison with local PR agencies.
7. workflows are set-up to ensure efficiencies.
8. Challenge and refine channel strategies to ensure the right mix of tools and tactics is used depending on objectives, audiences and national contexts.
Governance, quality & EU compliance
9. Ensure all outreach activities comply with EU institutional communication standards, including multilingual delivery, political neutrality and GDPR/IPR standards
10. Put in place quality assurance frameworks for outreach delivery across channels and markets.
11. Maintain and evolve outreach methodologies so they remain robust, evaluator-ready, and aligned with EU expectations.
Measurement, insight & optimisation
12. Define cross-channel outreach KPIs, ensuring performance is measured holistically rather than per silo.
13. Oversee reporting that clearly demonstrates how social, influencers, paid media, media relations and stakeholder engagement collectively contribute to campaign impact.
14. Use insights and performance data to continuously optimise outreach approaches across disciplines.
Client advisory & senior stakeholder engagement
15. Act as a trusted senior expert to EU clients on integrated outreach approaches.
16. Translate complex outreach ecosystems into clear, actionable narratives for senior client audiences.
17. Present outreach strategies, implementation, results and recommendations with authority and clarity.
Business development & offer evolution
Lead or support the development of evaluator-ready outreach sections in tenders and proposals, clearly articulating:

Coaching & capability building
22. Mentor colleagues across outreach disciplines.

Profile / experience required
25. Extensive experience leading integrated outreach strategies across multiple channels (social media, influencers, paid amplification, media relations, stakeholder engagement).
26. Demonstrated ability to connect strategy, execution and measurement across complex multi-country campaigns.
27. Proven credibility as a senior advisor to clients and internal teams.
28. Fluent English and at least one additional European language.
