About the Role
RELYzIT Talent is seeking a Senior Project Manager (Freelance) for a 17-month engagement in Ghent, working with our client to drive high-impact infrastructure and development projects within the Mobility, Environment, and Emergency Response domains. You'll be at the heart of digital transformation, leading complex initiatives that shape the future of public services and urban innovation. What You'll Be Doing
* Lead and deliver infrastructure and development projects from initiation to completion, ensuring alignment with business objectives and stakeholder needs
* Manage large, diverse stakeholder groups, fostering collaboration and clear communication across teams and departments
* Oversee project planning, risk management, issue resolution, and progress tracking using industry-standard tools (MS Project, MS Office Suite)
* Ensure compliance with GDPR and ITIL best practices throughout the project lifecycle
* Drive agile and scrum-based software development processes, promoting iterative delivery and continuous improvement
* Independently manage project budgets, ensuring financial accountability and transparency
* Draft, negotiate, and follow up on government contracts, ensuring all deliverables and obligations are met
* Utilize and oversee technologies such as ArcGIS, FME, SQL Server BI platform, and Opendatasoft for data-driven project delivery
* Champion a culture of ownership, innovation, and builder mindset within the project team
Technical Skills & Experience
* Minimum 6 years of demonstrable experience in project management for infrastructure or development projects
* At least 5 years as a Project Manager in similar environments
* Proven experience managing projects with large and diverse stakeholder groups (minimum 3 years)
* Hands-on experience with GDPR compliance in project settings
* Strong command of project management methodologies (Prince2, PMBok, etc.), preferably with relevant certifications
* Practical experience in scrum/agile software development processes (minimum 3 years)
* Demonstrable experience in independent budget management (minimum 3 years)
* Experience as an analyst in data projects is highly valued
* Proficiency with project management tools: MS Project, PowerPoint, Excel
* Knowledge and experience with ITIL frameworks
* Experience with ArcGIS, FME, SQL Server BI platform, and Opendatasoft is a strong advantage
* Experience drafting and managing government contracts
* Relevant training and/or certifications in Project Management
Language Proficiency
* Fluency in Dutch at European CEFR level C2 is mandatory
Other Requirements
* This is a freelance position for a fixed term of 17 months, with the possibility of extension
* 100% work regime (full-time)
* Remote work is possible, with on-site presence as required by project needs
* Assignment is under a framework contract
* Estimated workload: 3500 hours
