Responsibilities
1. Responsible for Commissioning Contract Management primarily interfacing with the commissioning technical team, the commissioning PM, the commissioning contractor, the construction EPCM contractor and the CSU INEOS commercial team.
2. Lead the pre-award activities, negotiations
3. Independently lead post-award management of contractual requirements including but not limited to;
4. Handling and resolving any administrative and commercial issues related to commissioning, subject to submission for approval to appropriate level of authority (DOA);
5. Timely submission of deliverables (bank guarantees, insurances, invoices etc.) and notices;
6. Review the technical and commercial content of changes and claims for accuracy and consistency, liaising with relevant SME (Subject Matter Experts) and other stakeholders;
7. Prepare the terms, conditions and assumptions upon which changes or claims are to be evaluated and defended (as applicable);
8. Facilitate and minuting regular Commercial / Change Management Meetings with the commissioning contractor’s and construction EPCM contractor’s commercial department;Preparation, submission and tracking of all contract change notices and amendments for approval by appropriate level of authority (DOA) in a timely manner;
9. Maintenance of the contractor correspondence log;
10. Maintenance of the change management log;
11. Maintenance of the payment certificate and invoice log;
12. Maintenance of the claim log;
13. Maintenance of the insurance and guarantee log;
14. Perform checks and reviews and facilitate approval by appropriate DOA of contractors' invoices / Payment Certificates;
15. Manage all invoice / certification / payment queries with the contractors and P2P (Purchase to Pay) team to ensure prompt treatment of invoices in accordance with the terms of the contract;
16. Perform close-out of contractual matters upon completion.
17. Coordinate and issue of provisional acceptance certificate;
18. Lead the contract close out process;
19. Prepare and handover all contractual handover documentation to Operations;
20. Punch list monitoring;
21. Evaluation of contractors
22. Participate in all commissioning project delivery team meetings;
23. Coordinate with and support other project management functions as required to ensure appropriate reviews are conducted, scheduling of required reviews and obtaining required review prior to submittal of contractual deliverables, notices, changes and claims for approval to the relevant DOA;
24. Provide oversight and governance of commissioning contractor, construction EPCM contractor and subcontractor activities to Commissioning Management;
25. Provide interpretation of contracts and advice as needed to support other departments or disciplines.
Requirements
26. Engineer, bachelor or master degree in science, business and/or economics.
27. Seasoned and experienced contract manager.
28. Significant experience with a minimum of years in Building Construction sector and commissioning with Oil and Gas or (Petro) chemical industry experience, eligible to work in Belgium immediately.
29. Language: fluent in English (verbal and written) and Dutch

31. In-depth knowledge and expertise in commissioning contract management.
32. Good technical knowledge of Design & Build Buildings Contracts and Commissioning on major greenfield Petrochemical cconstruction projects.
