About the Role
We're seeking a Security Program Manager (Freelance) to lead and elevate our client's security program in Namur. This is a high-impact, 12-month freelance opportunity for a senior builder ready to drive security transformation at scale. You'll be at the heart of a mission that matters: safeguarding digital assets, ensuring regulatory compliance, and shaping the security posture of a major public sector organization.

What You'll Be Doing
Deploy and operationalize the client's security strategy through a robust, organization-wide program
Define and drive the security roadmap, setting clear milestones and priorities
Lead, coordinate, and optimize resources across multiple security projects and teams
Ensure program coherence and foster synergies between diverse initiatives
Guarantee the highest standards of quality and security across all deliverables
Identify, monitor, and manage security risks and incidents proactively
Deliver regular, actionable reporting on progress, risks, issues, and key decisions
Champion continuous improvement and innovation in security practices
Maintain a client-centric approach, driving fast and continuous delivery
Collaborate closely with internal and external stakeholders, including project managers and cross-functional teams

Technical Skills & Experience
Senior IT Program Management (minimum T3 level; expert in IT Project & Program Management – T4)
Deep expertise in Cybersecurity
Hands-on experience with security frameworks (NIST, ISO 27001, or CyFun)
Incident management and risk management proficiency
Strong knowledge of GDPR and/or NIS/NIS2 regulations
PRINCE2 Practitioner certification (mandatory)
Master's degree in Computer Science or Cybersecurity (mandatory)
Experience in public sector projects (over €1M, involving 1,000+ people) is highly valued
Security certifications such as CISSP, CISM, CISA, or ISO 27K Lead Implementer are a plus
Disaster Recovery Planning (DRP) experience is a bonus
Language Proficiency
Fluency in French and/or Dutch is required
Other Requirements
Availability to work on-site in Namur at least 50% of the time (hybrid model)
Ability to provide all required certifications and degrees upon request
