Role: Application Manager
Location: Brussels Hybrid

These applications require little maintenance and few evolutions, which allows for a pragmatic interpretation of the role. We are looking for two experienced functional analysts who are ready to grow into the role of application manager. They will take responsibility for a number of applications and act as each other's backup.
Your Role
As an application manager, you are the first point of contact for the application administrator of the Flemish government. You coordinate interventions, follow-up, and communication around evolutions, incidents, and service requests. You combine functional expertise with operational responsibility.
Main tasks:
* Release & Change Management
* Planning and follow-up of evolutions and releases using ALM tools (Jira, Confluence, Bitbucket).
* Incident & Problem Management
* Third-line and occasionally second-line support (no end-user support).
* Following up on structural improvements.
* Service Requests & Operational Projects
* Managing new requests and coordinating operational tasks.
* Client Meetings (quarterly)
* Reporting on incidents, SLA compliance, ongoing projects, and improvement actions.
* Documentation & Knowledge Sharing
* Maintaining functional and technical documentation.
* Sharing knowledge with colleagues and involved teams.
* Functional Analyses
* Independently answering functional questions and performing analyses for new requests or incidents.
Your Profile
Experience & Knowledge
* At least 5 years of experience as a functional analyst or in a coordinating role within complex application environments.
* Good knowledge of open-source applications and Agile methodologies.
* Experience with Java EE environments, Oracle/Postgres, web servers (Tomcat, Apache), Cognos, Spring/Struts.
* Basic knowledge of project management and ITIL processes (incident, problem, change management).
* Familiarity with ALM tools (Jira, Confluence, Bitbucket).
* General ICT knowledge and a basic understanding of system administration (Unix/Linux/Windows, middleware, security, network).
Nice to Have
* Experience with ServiceNow and/or PeopleSoft.
* Knowledge of .NET, MS SQL, Drupal, APIGEE, REST interfacing.
