We're looking for an experienced IT Transformation Project Manager to support our client's leadership team within a large-scale digital and IT transformation initiative. In this role, you will help shape a future-ready IT Operating Model, strengthen IT governance, and bring structure and clarity to IT budgeting across run, change, and project activities in a complex, multi-stakeholder environment.
The role & mission objectives
You will act as a key support to senior management and program leadership, structuring analyses, preparing decision-ready options, and enabling informed arbitrage. Working closely with internal teams, you will help translate strategic objectives into a coherent transformation roadmap while ensuring alignment across IT domains, governance structures, and budgetary frameworks.
Key Responsibilities
Your responsibilities will span analysis, coordination, and delivery support:
* Contribute to the structuring and follow-up of the IT transformation roadmap and project plan, in close collaboration with internal project leadership and PMO
* Analyze the current ("as-is") IT organization, including support, development, platforms, architecture, infrastructure, and security, and formulate recommendations toward a fit-for-purpose IT Operating Model
* Develop proposals for IT governance structures (decision bodies, roles, information flows) and IT budget structuring (run, change, projects), clarifying responsibilities across teams
* Prepare decision-support materials such as notes, diagrams, option papers, and impact analyses for steering committees and governance bodies
* Support cross-functional coordination of workstreams and working groups, including follow-up on execution of decisions
* Identify and document quick wins related to IT organization, role clarity, and tool rationalization
* Co-create target-state proposals in close collaboration with internal IT experts, ensuring operational realities are reflected in governance and organizational design
The ideal candidate
* At least 15 years of experience in IT, preferably within large and complex public-sector organizations
* Strong experience managing strategic IT projects and organization-wide IT transformation programs
* Proven expertise in analyzing and structuring IT organizations and defining coherent IT Operating Models and governance
* Solid experience structuring and categorizing IT activities and budgets (run, change, transformation/projects)
* Demonstrated ability in cross-functional stakeholder management across IT leadership, architects, delivery teams, and management
* Experience with Target Operating Models in ICT environments and with IT process audits and improvements (e.g. ITIL-based)
* Familiarity with maturity models, improvement roadmaps, and tailored transformation trajectories
* Excellent advisory and communication skills, with the ability to translate complex IT topics into clear decision options
* Knowledge or certifications in Prince2, Agile/Lean, Prosci ADKAR, and/or ITIL are strong assets
* Analytical, diplomatic, results-oriented, and comfortable working through co-creation and knowledge transfer
* Experience in the Belgian public sector is required; federal-level transformation experience is a plus
* Fluent working knowledge of French, Dutch, and English
