Senior Solid Waste Expert

This is a full-time temporary position at grade 6
The term of this contract will be 3 years.

Purpose
Conduct early project screening and independent due diligence of solid waste projects throughout the project cycle, ensuring integration of financial and technical advisory support, to deliver high-quality, well-coordinated solutions that strengthen the EIB's solid waste portfolio and in line with best practices, applicable legislation & regulations and EIB procedures and guidelines.
Operating Network
Leading as Contact Person or as Team Member in some of HCR's solid waste portfolio both inside and outside the EU, with technical input by other solid waste experts in HCR and in dialogue (i) with other solid waste and circular economy experts in HCR and other Departments, (ii) with urban and regional development experts in HCR Department. Some of the Outside EU activities are very challenging including with EIB in the lead of mutual reliance with other co-financiers.
Accountabilities
* Provide early project screening and perform independent due diligence of solid waste projects across the project cycle – including the preparation of reports for submission to the Bank's governing bodies and a strong focus on implementation for operations outside the EU
* Through smooth cooperation with other solid waste experts, contribute to the effective and efficient management of workload across teams/experts
* Ensure the proper integration of financial and technical advisory support both independently and by cooperating closely with other solid waste experts, particularly for those operations that have dedicated technical advisory assignments.
* Beyond specific operations, strengthen cooperation with all solid waste experts in the Department (and beyond), to help build a community of practice and help develop the EIB's solid waste portfolio through a well-integrated advisory and financial support offer for EIB clients and beneficiaries
* Contribute to the development of the EIB's solid waste portfolio, working closely with other solid waste colleagues to develop a well-integrated advisory and financial support offer for EIB clients and beneficiaries
* Prepare project-related and any other briefings in the expert's area of expertise
* Track evolution of relevant policy, legislative, regulatory and operational changes in the expert's area of operation and in relevant countries/regions
* Actively acquire and disseminate knowledge and communicate on the Bank's activities in the expert's area of operation/expertise, including active representation at selected sector events – as relevant.
* Liaise with EU institutions, international organisations and other relevant stakeholders on policy development and sector issues, as agreed with the Head of Division and in coordination with other solid waste colleagues in the Department.
* Advise promoters on the preparation and implementation of projects (often involving the initiation and management of consultancy assignments).
* Draft sector studies and policy papers, as required, and take over other horizontal responsibilities related to the Division's areas of activities
Qualifications
* University degree (minimum an equivalent to a Bachelor) preferably in engineering related fields (civil, environmental, chemical etc..) or economics.
* Minimum of 8 years of relevant professional experience ideally in the solid waste or related sector.
* Recent experience in solid waste projects in the EU (if possible, in the last 5 years) Would be an advantage.
* Experience outside the EU in developing country environments is an advantage.
* Excellent knowledge of English and/or French (*) with a good command of the other. (Knowledge of other EU languages, in particular French, would be an advantage).
