Overview
We are seeking an experienced Quantity Surveyor/Contracts Manager to lead all commercial and contractual activities on our mission-critical data center construction project in Belgium. This role manages project costs, contracts administration, and commercial risk across multiple high value work packages.
Responsibilities
1. Manage commercial aspects of multiple construction contracts including design-build, MEP packages, and critical infrastructure
2. Lead cost control, budgeting, and financial reporting for all project work packages
3. Administer contract variations, change orders, and extension of time claims
4. Coordinate monthly payment applications, progress valuations, and final account settlements
5. Manage procurement processes ensuring compliance with EU procurement regulations and data center industry standards
6. Lead commercial risk identification, mitigation, and claims resolution
7. Interface with client commercial teams, contractors, and technology suppliers
8. Provide commercial guidance to Construction Manager and technical specialists
9. Prepare and present commercial reports to Project Director
Qualifications
10. Bachelor's degree in Quantity Surveying, Construction Management, or related field
11. Chartered membership (RICS, CIOB) or equivalent European qualification preferred
12. 8-12 years commercial management experience on major construction projects worth
13. Proven experience with data centre, critical infrastructure, or high-tech facility construction
14. Expertise in contract administration (FIDIC, NEC4, or similar standard forms)
15. Strong cost control, budgeting, and financial forecasting capabilities
16. Experience with EU procurement regulations and tender processes
17. Knowledge of construction law, variations, and dispute resolution procedures
18. Ability to interpret technical drawings, specifications, and critical systems documentation
19. Strong negotiation skills and commercial acumen
20. Excellent analytical and problem-solving capabilities
21. Proven ability to manage commercial relationships with multiple technology and construction stakeholders
22. Fluency in Dutch advantageous
