PM Group Benelux has a requirement for a HSE Manager who will lead health, safety, and environmental management for a large scale Pharmaceutical Construction project in the Netherlands.

Responsibilities
1. Develop and implement comprehensive HSE management systems
2. Ensure compliance with Belgian/EU safety regulations and standards
3. Lead safety inductions, training programs, and toolbox talks
4. Conduct regular safety inspections, audits, and risk assessments
5. Manage incident investigation, reporting, and corrective actions
6. Oversee permit-to-work systems and high-risk activity controls
7. Coordinate with contractors on HSE performance and compliance
8. Manage environmental aspects, waste management, and sustainability
9. Lead emergency response planning and crisis management procedures
10. Prepare HSE reports, KPIs, and regulatory submissions
11. Interface with regulatory authorities and client HSE representatives
12. Manage HSE team and coordinate with site management
Qualifications
13. 8+ years HSE management on major construction projects
14. Professional HSE qualifications (NEBOSH Diploma, IOSH, CMIOSH)
15. Extensive knowledge of Belgian/EU safety legislation and standards
16. Experience with large-scale construction projects (€100M+)
17. Background in data center or mission-critical facility projects preferred
18. Strong understanding of construction hazards and risk management
19. Incident investigation and regulatory compliance experience
20. Data center construction safety requirements and protocols
21. Advanced risk assessment and safety management capabilities
22. Training delivery and behavioral safety leadership
23. Fluent English; local language skills desireable
24. Strong leadership and stakeholder engagement abilities
