Director General – Portfolio Management and Monitoring Directorate (PMM), Luxembourg
European Investment Bank (EIB) is seeking a Director General to lead the Portfolio Management and Monitoring Directorate (PMM) at its headquarters in Luxembourg. The role is a full‑time, grade 8/9 position requiring a regular office presence. Relocation support is available.
Purpose & Strategic Focus
This role provides strategic leadership and operational oversight for PMM, ensuring that counterparties, financial contracts, transaction events and middle‑office operations are managed effectively. The Director General champions strategic foresight, deep understanding of institutional priorities and trusted relationships with internal and external stakeholders to achieve long‑term objectives. Alignment with best practices, regulatory requirements and EIB’s mission is paramount, fostering a culture of compliance, risk awareness and operational excellence across all PMM departments.
Key Responsibilities
Demonstrate a pro‑active strategic outlook, maintain a comprehensive understanding of institutional priorities and cultivate trusted relationships with internal and external stakeholders.
Define, develop and implement vision and strategy for the PMM Directorate, ensuring alignment with regulatory frameworks and seamless collaboration across the First Line of Defense and supporting EIBG mission.
Contribute to the development, upgrade and implementation of policies and procedures pertaining to the management and monitoring of the Bank’s financial assets under PMM responsibility.
Participate in the formulation of the overall strategic direction of the Bank, alerting EIB Governing Bodies of developments in the external environment or internal organisation that may impact Group Corporate Objectives and risk profile.
Maintain full responsibility for decision‑making, ensuring conformity with applicable Best Banking Practices, EIB policies and their evolution.
Delegate and empower execution of key area processes to appropriate managerial or executive levels.
Represent the Directorate to governing bodies and key external stakeholders, maintaining constructive relationships.
Ensure that staff within PMM possess the right competencies, objectives and motivation to implement the Directorate’s strategy and operational plans.
Foster a culture that respects EIB’s dignity at work policy, empowerment and accountability, enabling staff growth and preparation for future roles.
Establish and manage resources to efficiently implement strategy throughout the directorate and the Bank via sound organisational structure, KPIs, capacity planning, cost management and staff resource management.
Qualifications & Experience
University degree (preferably a Master’s in Economics, Finance, Mathematics or similar).
At least 15 years of relevant professional experience, including deep expertise in risk structuring, policy development, credit or financial analysis.
At least 10 years in a managerial function, handling multidisciplinary and large teams.
Good knowledge of Credit Risk Policy, loan grading, restructuring and/or equity products.
Strong track‑record in leading, motivating and supporting highly qualified staff, with demonstrated ability to work in a complex, consensus‑driven, multicultural and multi‑stakeholder environment.
Critical thinking, clarity of vision, awareness of business and political sensitivities, sound judgement and openness to innovation.
Excellent communication skills, both written and verbal, including public speaking.
Fluency in English, both written and spoken; knowledge of other EU languages is an advantage.
