About the Role
Our client is seeking an Expert Product Owner to lead the full product and platform lifecycle for a mission-critical digital government platform. This is a freelance opportunity based in Brussels, with an 18-month project duration. You will drive the evolution of digital document and certificate services that underpin secure, efficient communication between government, citizens, and businesses. Your leadership will directly impact the digital transformation of public services, shaping how data is shared and protected at scale.

What You'll Be Doing
* Own the end-to-end product lifecycle for digital document and certificate services, from vision to delivery and continuous improvement
* Define and execute the product strategy and roadmap in close collaboration with multidisciplinary teams (solution architects, developers, analysts, program managers, and more)
* Engage directly with users and stakeholders to identify needs, gather feedback, and ensure continuous user experience improvement
* Develop and manage the product backlog, set priorities, and ensure alignment with business and technical objectives
* Coordinate with project and program managers to deliver on roadmap commitments
* Collaborate with other teams on security, citizen profiles, geo/open data, and interfederal working groups (e.g., eBox specifications)
* Advise users and colleagues on product usage and best practices
* Promote the product, drive adoption, and build a strong network across the product family
* Functionally manage the development team, ensuring quality and transparency in all deliverables
What We're Looking For
* 10+ years of demonstrable experience as a Product Owner or Product Manager, ideally within the public sector
* Proven expertise in developing product vision, strategy, and roadmaps, with a track record of delivering impactful digital solutions
* Deep experience managing product backlogs and prioritizing features for complex, multi-stakeholder environments
* Strong technical understanding of ICT projects, including REST/SOAP web services, file exchanges, and cloud-ready architectures
* Experience with MAGDA or similar government data-sharing platforms (minimum 5 years preferred)
* Demonstrated ability to analyze and define requirements with diverse stakeholders and estimate their impact
* Certified training in Agile methodologies (Product Owner/Manager), with hands-on experience in Agile/Scrum environments (minimum 4 years)
* Expertise in project management aspects: cost, timing, planning, and estimation
* Knowledge of BOSA/RSZ eBox specifications, GIS systems, and identity management protocols (OIDC, OAuth2) is highly valued
* Proven ability to function as a transparent, no-nonsense team player in multidisciplinary teams
* Experience within the Flemish Government is a strong plus
* Commitment to the "do no significant harm" (DNSH) principle for EU-funded projects
Language Proficiency
* Fluency in Dutch at European CEFR level C2 is mandatory
Other Requirements
* Freelance contract for 18 months, based in Brussels (remote work possible)
* Full-time engagement (100%)
* Ability to provide a signed NDA upon request
* Use of own laptop with virtual access to client environments
