Duties & Role:
Data management
1. Developing and implementing plans, policies, and practices that control, protect and optimise the value of data assets.
2. Devises and implements master data management processes for specific subsets of data.
3. Assesses the integrity of data from multiple sources.
4. Provides advice on the transformation of data from one format/medium to another.
5. Maintains and implements information handling procedures.
6. Enables the availability, integrity and searchability of information through the application of formal data and metadata structures and protection measures.
Programming/software development
7. Designs, codes, verifies, tests, documents, amends and refactors moderately complex programs/scripts.
8. Applies agreed standards and tools to achieve a well- engineered result.
9. Monitors and reports on progress.
10. Identifies issues related to software development activities.
11. Proposes practical solutions to resolve issues.
12. Collaborates in reviews of work with others as appropriate.
Data modelling and design
13. Investigates enterprise data requirements where there is some complexity and ambiguity.
14. Plans own data modelling and design activities, selecting appropriate techniques and the correct level of detail for meeting assigned objectives.
15. Provides advice and guidance to others using the data structures and associated components.
Data engineering
16. Designs, implements, and maintains complex data engineering solutions to acquire and prepare data.
17. Creates and maintains data pipelines to connect data within and between data stores, applications and organisations.
Data science
18. Investigates the described problem and dataset to assess the usefulness of data science and analytics solutions.
19. Applies a range of data science techniques and uses specialized programming languages.
20. Understands and applies rules and guidelines specific to the industry, and anticipates risks and other implications of modelling.
21. Selects, acquires and integrates data for analysis.
22. Develops data hypotheses and methods and evaluates analytics models.
23. Advises on the effectiveness of specific techniques based on project findings and comprehensive research.
24. Contributes to the development, evaluation, monitoring and deployment of data science solutions.
Business intelligence
25. Supports business intelligence needs of specific management or governance processes or operational areas.
26. Investigates the need for business intelligence reporting and analysis where there is some complexity and ambiguity.
27. Selects and applies non-standard business intelligence tools and techniques to provide insights and aid decision-making.
28. Selects, acquires and integrates data for analysis.
29. Identifies opportunities to digitise and streamline operational data handling and optimise business intelligence capabilities.
Data visualisation
30. Applies a variety of visualisation techniques and designs the content and appearance of data visuals.
31. Operationalises and automates activities for efficient and timely production of data visuals.
32. Selects appropriate visualisation approaches from a range of applicable options.
33. Contributes to exploration and experimentation in data visualisation.
User experience evaluation
34. Evaluates design options and prototypes to obtain user feedback on requirements of developing systems, products, services or devices.
35. Tests the usability and accessibility of components and alternative designs.
36. Administers a range of evaluations, recording data and feedback.
37. Analyses evaluation data and recommends actions.
38. Identifies areas for future user research.
39. Checks systems, products, services or devices for adherence to applicable standards, guidelines, style guides, and legislation.
40. Evaluates the usability of existing or competitor systems to provide benchmark values and as input to design.
Requirements
Skill, Knowledge & Experience:
41. The candidate must have a currently active NATO SECRET security clearance
42. A minimum requirement of a relevant degree at a nationally recognised/certified University in a related discipline and 2 years post-related experience. Or exceptionally, the lack of a university degree may be compensated by the demonstration of a candidate's particular abilities or experience that is/are of interest to NCI Agency, that is, at least 6 years extensive and progressive expertise in duties related to the function of the post.
43. Demonstrable experience as a Data Analyst, Data Scientist, or similar role, or experience performing these functions roles as part of another job.
44. Demonstrable experience with at least one programming language, such as Python, R, or C#.
45. Experience with commercially available or open source data visualization tools, such as Power BI, Grafana or R Shiny.
46. Experience with SQL and relational databases, such as SQL Server.
47. Experience with user experience KPIs and reporting.
Desirable Experience and Education:
48. Prior experience of working in an international environment comprising both military and civilian elements;
49. Knowledge of NATO responsibilities and organization, including ACO and ACT.
