Description:
Introduction to COMPANY
* COMPANY is the IT operator for the Wallonia-Brussels Federation. As a public interest organisation, COMPANY's mission is to design, develop, maintain, and upgrade information systems and technological infrastructures serving the administrations and institutions of the Wallonia-Brussels Federation.
* A key player in the digital transformation of the French-speaking Belgian public sector, COMPANY operates in various fields such as:
* IT infrastructure management (networks, security, data centres, cloud),
* The development of custom business applications,
* Support for digital projects (functional analysis, UX/UI, project management),
* Cybersecurity and data protection,
* User support and training.
* With a constant focus on innovation, performance, and public service, COMPANY regularly collaborates with external partners to strengthen its teams through IT consulting assignments. These collaborations are conducted within an ethical and professional framework, prioritising quality and the tangible impact of the solutions delivered.
* The SIPAR2 application, currently an outdated monolithic Java architecture, is undergoing a transformation project to:
* -Modernise the technical architecture (transition to a modular architecture)
* Redesign the data model (reduce over-normalisation)
* Improve performance and scalability
* Strengthen security and GDPR compliance
* Facilitate integration with external systems (HubSessions, BI tools, etc.)
* Victim Support is a project that will begin in 2026 to develop a companion application to SIPAR2. This application offers advanced features for managing victims in legal cases. It will be integrated with SIPAR2 and will process data that is common to or similar to that of SIPAR2.
* These two projects are implemented by COMPANY (Entreprise des Technologies Numériques de l'Information et de la Communication) for the AGMJ (Administration Générale des Maisons de Justice). These two applications support more than 800 daily users and manage essential processes related to judicial administration.
2. Mission
* As a Data Engineer, you will be at the heart of the data management strategy for the SIPAR2 and Victim Support projects. Your responsibilities will include:
* Data Analysis and Collection
* Collaborate closely with functional analysts and business experts to understand the current data structure and the relationships between entities
* Conduct data quality audits to identify anomalies, duplicates, and inconsistencies
* Map existing data flows and critical dependencies
* Migration Strategy and Planning
* Review and validate the migration approach proposed by the refactoring provider
* Assess the technical feasibility and risks associated with the migration
* Propose improvements and optimisations to the initial strategy
* Document the decisions and technical justifications
* Data Selection and Cleaning
* Identify and select the data to be migrated based on business needs and compliance criteria
* Design and implement data cleaning and transformation processes
* Validate the quality of the transformed data before migration
* Document the transformation rules and exception cases
* Technical Support for Refactoring
* Support the development team throughout the various phases of the refactoring
* Validate the implementation of the database schemas in the target environment
* Participate in technical reviews and architectural decisions related to data
* Verify that all migration activities comply with Deloitte and COMPANY security and confidentiality standards
* Data Validation and Testing
* Support the testing team in executing data quality tests (smoke tests, consistency tests, etc.)
* Define the acceptance criteria for the quality of migrated data
* Support the resolution of detected anomalies
* Collaboration with COMPANY's Data Competence Centre
* Participate in regular exchanges with COMPANY's Data Competence Centre
* Apply the standards and best practices in place within the organisation, and ensure alignment with COMPANY's data strategy
* Share the project methodology and lessons learned with the COMPANY team
Desired Profile
Required Technical Skills
* Expertise in SQL database systems such as:
* IBM DB2 (v11.5 and above)
* MySQL ou PostgreSQL
* Knowledge of migration patterns and rollback strategies
* Expertise in relational data modelling
* Ability to optimise schemas for performance (denormalisation, indexing, partitioning)
* Proficiency in ETL tools such as Apache NiFi, Talend, Informatica or equivalent
* Experience with transformation scripts (SQL, Python, Groovy)
* Knowledge of data cleaning and validation patterns
* Familiarity with Java and the associated ecosystem (Maven, Gradle) and tools such as Git and GitLab
* Knowledge of project management tools (Jira, Confluence)
* Experience in the public sector (administration, justice, health, etc.) and, if possible, in the functional area of justice or administration
* Previous experience in data migration (at least 2-3 projects)
* Understanding of compliance issues (GDPR, security, auditing)
