Service description:
The introduction of a Capacity Remuneration Mechanism (CRM) on the Belgian market has been one of the key measures within the federal government''s energy strategy in order to guarantee the country''s security of supply in the long term. The CRM aims at supporting the needs for covering Belgian security of supply (adequacy") by allowing market players to recover their missing money through a market wide and technology neutral financing market mechanism.
The capacity remuneration mechanism consists in the organization of auctions in order to contract Capacities that will contribute to the security of supply of our country by delivering the contracted capacity. After the signature of such contracts, Elia has a key role to play in the follow up on the progress of the contracted projects which come with a set of obligations. During the delivery period (i.e. as from November 2025) Elia has to closely monitor the performance of the contracted capacities (Availability Monitoring) and do the settlement of the remuneration (and possible penalties in case of underperformance) foreseen in the contracts.
For the CRM, the Market Operation Team at Elia is responsible for:
* Implementation: Ensure the operational readiness of the processes to be operated,
* Operations: running the processes of prequalification (i.e. registration, checks and controls, calculation of parameters for all the participants to the CRM mechanism), auction, monitoring and settlement, reporting & transparency, etc.
In view of the task of operating the CRM Processes, Elia is looking for a
(CRM) Market Settlement Operator to reinforce the Market Operations team.
As Market Settlement Operator, the service will be part of a dynamic team in the midst of the market action. More particularly, we are seeking to reinforce the team to contribute to the operations of the processes related to the start of the first delivery period of the CRM. While focus will be on the processes to verify the good delivery of the contracted services, the service will be touching on other processes of the CRM and other (flexibility) products as well. The service will be part of a team of colleagues doing similar tasks but different processes as well as interacting with colleagues developing and supporting the processes and IT tools, Key Account Managers,
In order to enable the service to grow his/her knowledge in the CRM design and the related operations, the service will have the opportunity during the first summer period (May to October 2025) to participate to the operation of the processes linked to the CRM Auctions, like the Prequalification process. This will enable the service to acquire a solid background on the activities leading to the signature of the contracts that the service will monitor and settle as Settlement Market Operator
