Job Title: LT Enterprise Architect Contract Duration: As soon as possible - 30/04/2027 Work Location: Belgium Languages Required: English, French Remote Status: Hybrid Work Regime: Full-time Job Description - Roles and Responsibilities Mission As part of the digital transformation of the players in the water sector in Client is taking part in the definition and implementation of an IT master plan focused on sectoral synergies for all its cooperators (intermunicipal sanitation companies, drinking water producers/distributors) and in the creation of more complete individual IT master plans for several of its cooperators. As an effective member of the Client Architecture team, the service provider adapts its interventions to the organizational and regulatory specificities of each beneficiary, while respecting the standards defined by Client. The Enterprise Architect will have the following main responsibilities: Align the IT strategy with the specific business objectives of the water sector (sanitation, production and distribution): Develop, document and propose target architectures adapted to business, regulatory and technological needs; To ensure the function of interim CIO/Program IT Manager: Assist the Client cooperators in defining and monitoring the internal IT governance that such a coordinated and pooled action requires. The service provider is responsible for: define and implement the IT strategy in line with the contracting authority's guidelines; ensure the governance of information systems; manage the IT budget, in compliance with public management rules; Supervise internal IT teams and coordinate external service providers; Prepare and present files to the Executive Committee and decision-making bodies. Define, maintain and evolve the enterprise architecture and information systems: Supporting the evolution and interoperability of existing information systems; The service provider: establishes and maintains the mapping of the information system; defines the target architecture (business, application, data, technical); develops the principles of urbanization of the IS; ensures the coherence and sustainability of technological choices; validates the architectures of structuring projects. Ensure consistency of technology choices in a critical, multi-site environment Integrate cybersecurity, resilience and compliance requirements; Manage and coordinate IT programs and projects. The service provider: structures and manages the IT project portfolio; applies and proposes improvements to Client 's project management methodology; monitors deadlines, budgets, risks and dependencies; coordinates internal and external actors; ensures regular reporting. Guarantee documentation and knowledge transfer. Produce architecture, governance and integration documentation. Ensure the transfer of skills to the internal teams of the contracting authority and beneficiary entities.
