Job Description
Description of the Tasks

* Conduct costs/benefit analysis.
* Conduct As-Is and To-be situation analysis and gap analysis.
* Prepare and moderate meetings with different levels of stakeholders.
* Conduct research to find ways to improve processes in the organization.
* Manage the implementation of information systems to meet identified business needs, acquiring and using the necessary resources and skills, within agreed parameters of cost, timescales, and quality.
* Give proposals for project strategies, planning, definition of tasks and deliverables, review of project deliverables, quality control, risk.
* Participate in functional working groups and progress meetings.
* Coordinate the EPMO function and provide effective leadership to analysts or architects under his/her coordination.
* Coordinate and contribute to briefing production in the digital transformation area.
* Coordinate contributions to corporate requests in the EA and EPMO area.
* Contribute to the delivery of Digital Transformation strategy for DG GROW.
* Contribute to the DRPM (Digital-Ready Policy Making) processes of GROW.B3.
* Contribute to the application of the principles of the new EC Digital Strategy in DG GROW.
* Support the rationalization of IT systems.
* Support management of corporate governance processes.
* Estimate costs, timescales, and resource requirements for the successful completion of each project to agreed terms of reference.
* Prepare and maintain project and quality plans and track activities against the plan, provide regular and accurate reports.

Job Requirements
Knowledge and Skills Requirements:

* Good knowledge of project management standards and methodologies (Project Scheduling, Strategic Planning, Financial Modelling, Budgeting, Forecasting, Performance Tracking).
* Meeting Facilitation
* Good technical knowledge on the project's aspects.
* Practical knowledge of reporting methods.
* Good knowledge of project management tools e.g., MS Project, Microsoft Excel.
* Ability to give business and technical presentations
* Ability to apply high quality standards
* Ability to adapt to unplanned changes or decisions.

Non-Technical Skills:

* Capability of integration in an international/multicultural environment, rapid self-starting capability and experience in working in a team.
* Ability to participate in multilingual meetings.
* Ability to work in a multi-cultural environment, on multiple large projects.
* Excellent Team Player.
* Ability to understand, speak and write English (C1/C2) would be an advantage.
* High degree of discretion and integrity is required as the applications managed and maintained in DG GROW B3 contain personal and confidential data.

Specific Expertise Requirements:

* At least 5 years of specific expertise in project management of IT projects (min. competence level 5)
* At least 5 years of specific expertise with project management methodologies (e.g., Prince2, PMI, PM2…) (min. competence level 5)

Certifications & Standards:

* Project Management Professional (PMP)
* PRINCE2 Foundation/PRINCE2 Practitioner
* Certified in PM2

Note: Daily rate of this position is 420 euro/day
