Overview
We wish to recruit a Construction Engineer for a BioPharma client in Belgium. The Construction Engineer will be working as part of the site project engineering team managing small and mid-sized site investment projects from concept through to handover.
This is an excellent opportunity for candidates with significant experience of construction projects on pharma facilities and has worked on large multi-disciplinary construction teams. The role is senior, client-facing and requires the ability to inspire confidence throughout all phases of construction execution.

Responsibilities
Safety
1. First Priority is the Safety & Health of all persons working on or visiting the site.
2. Actively promote compliance with the Construction Safety & Health Plan and Environmental Management plans. Intervenes directly if any unsafe situations or practices are observed. Interact with and coach the workforce in the application of best safety practices.
3. Complete a minimum of five SOR’s and three SPA audits each week.
4. Participate in the weekly safety audits as required by the rota.
5. When requested, participate in weekly Safety/Coordination meetings.
6. Assists with the coordination of the commissioning team during the turnover phase.
Scope
7. Be familiar with the contract scope, technical documentation package, contract price details and fabrication/supply/construction programme.
Coordination
8. Assists with the monitoring of the day-to-day site activities of the Contractors, to ensure they complete their contracts in terms of safety, quality, schedule, cost and documentation.
9. Be fully informed on planned activities, work methods and resources.
10. Participate in morning planning meetings at workface (‘Whiteboard meetings’).

Quality
14. Monitor the implementation of the Contractors’ Quality plan.
15. Carry out daily inspections of the works to ensure the required standards are achieved.
16. Witness any tests or inspections required under the Inspection and Test Plan.
17. Keep the Project Manager informed on all quality matters
18. Advice project manager of any potential deviations from the IFC documentation and ensure that only approved changes are implemented.
19. Ensure work inspected conforms to the approved FOK and samples.
20. Complete a minimum of one specific inspection daily and record in the QIR report.
21. Liaise with local Logistic team on free-issue Equipment deliveries, receipt and inspections.
22. In conjunction with the Project Manager, review and approve test packs.
23. provide information to the database controller so that status reports are up-to-date and accurate.
24. Participate in system walkdowns, punch-list management, construction close-out and turnover of systems to client and/or the C&Q team.
25. Assist with the close out of punchlists.
Qualifications
26. Bachelor or Master degree in Construction Management or Mechanical/Civil Engineering.
27. Minimum 5 years' experience in the construction sector.
28. Experience of on site construction management.
29. Knowledge of Digital Project Delivery desirable.
30. Experience of medium sized construction projects and working in multi-disciplinary construction teams desirable.
31. Experience in construction delivery within specialised industrial sectors including, for example, Life Sciences, Food, Mission Critical & Data-Centres desirable but not essential.
32. In-depth knowledge of health and safety on medium sized construction projects desirable.
33. Excellent inter-personal and communication skills.
34. Good knowledge of French and English.
