ENTSO-E is the European Network of Transmission System Operators for Electricity. We coordinate the cross-border system operations, system development and electricity market activities of the 40 electricity transmission system operators (TSOs) which cover 36 countries. The ENTSO-E Secretariat in Brussels provides support on technical, market and policy developments for all European TSOs in their cooperation with each other, in their joint fulfilment of their legal mandates, and in the intensive interactions with EU decision-makers, regulatory agencies, associations representing network users and other stakeholders.

Job description
We are looking for an experienced Head of Section – Information, Communications and Technology (ICT) to join ENTSO-E Secretariat’s Executive Management team. In this key role you will support the Association ensuring that ENTSO-E delivers on its strategic and legal commitments through high‑performance execution, aligned teams, and operational excellence.
The role is to lead the ICT section in delivering high‑quality technology solutions that support ENTSO-E’s legal mandates, strategic goals, direct support to the ICT Committee and ICT platforms and associated ICT improvement projects. This role ensures efficient resource management, compliance with EU regulations, and effective collaboration with internal and external stakeholders to advance the Association’s digital and cybersecurity initiatives.
The Head of ICT reports to the Deputy Secretary General and is a member of the Executive Management team in ENTSO-E Secretariat which is made up of 10 Head of Sections. The Secretariat is managed by the Secretary‑General who is fully responsible for all matters including the financial budget of the Association.
This is a full‑time role based in ENTSO-E Offices in Brussels, Belgium. Travel to Member TSOs across Europe is expected. This role cannot be seconded. Please note that all candidates which are selected for interview will be subject to a vetting process.
Your responsibilities
As Head of Section, you bring leadership, skills and experience to advise, support and add value to Association for ENTSO-E.
You are responsible for the ICT section in Secretariat who is tasked with important deliverables of significant spend in operating expenditure and capital expenditure and staff consisting of 40 people approximately. You will manage the ICT Budget of the sections in compliance with the annual budget, 5 years and resource forecasting, resulting in a sustainable operations and future planning section. ▪ You have strong people management experience. The role has two Deputy Head of Sections with 7 managers leading the key areas of ICT.
You are responsible for multi‑stakeholder ICT projects and platforms including to deliver according to best practices and achieve successful project execution, on time and on budget, that meets the highest quality standards.
You will be team‑focused with high‑performance and ensure clear goals, continuous development, and optimised individual performance.
You will ensure accountability and compliance with service expectations in operating platforms and system.
You will have strong vendor relationships that deliver value for money. You manage and develop service‑focused interfaces with vendors and suppliers. Follow‑up on robust and well‑defined third‑party contracts, including tracking project scope and service delivery metrics.
You will efficiently manage to allocate resources, set clear objectives, provide regular feedback, conduct performance reviews, implement development plans, and support implementation of HR projects.
You will contribute to defining ENTSO‑E's strategic goals and positioning the Association as a thought leader in EU energy policy development in ICT and Cyber‑Security.
You will work with Chair of ICT Committee to set short‑ and long‑term goals for the Committee and the ICT section which are aligned with the Association strategy to ensure ENTSO‑E’s influence and reputation in energy policy.
You will collaborate with relevant Heads of Sections and Deputy Heads of Section to implement client solutions and align on ICT‑related matters and project improving the integration and efficiency across the Secretariat, fostering better project outcomes.
You will implement ENTSO‑E's positions, policies, data management, and cross‑committee initiatives which are the responsibility of the ICT section and initiatives that support ENTSO‑E objectives.
You will lead collaborate on cross section projects with relevant Heads of Section to discuss projects, resource allocations, and developments affecting delivery and share best practices.
Responsibilities may be subject to change depending on the evolution of priorities and projects. Key responsibilities include but are not limited to the above.
Your profile
Master’s degree or related field of Information Technology, Computer Science, Engineering or related discipline.
Experienced leader with 15‑20 years and with relevant experience in project delivery and management of complex multi‑stakeholder projects (10‑15 Years).
Proven track record of delivery of ICT and related including cyber security projects at significant scale and reputational impact at European level.
Experienced leader and project manager with technical expertise and professionally competent in several technical TSO fields (at least 10 years).
Experienced people manager of staff, supporting talent and staff development in the area of ICT and Cyber Security.
Excellent communication skills and in particular excellent level of English, both verbal and written including ability to deliver impactful presentations.
Proven leadership in complex, multi‑stakeholder environments, with experience in EU institutions, industry bodies, or regulatory organisations.
