Duties & Role:
Under the direction of the Principal Project Manager (Lead PM), the incumbent will perform duties such as the following:
Project Management:
1. Define, document and execute projects or sub-projects and transition them into service;
2. Work alone or with a small team actively participating in all project phases;
3. Apply appropriate project management methods and tools;
4. Identify, assess and manage risks effectively;
5. Agree project approach with stakeholders and prepare realistic project plans (including scope, schedule, quality, risk and communication plans);
6. Track activities against the project schedule, managing stakeholder involvement as appropriate;
7. Monitor costs, times, quality and resources used; take action where these exceed agreed tolerances;
8. Deliver on time/cost and scope of projects under his/her responsibility;
9. Contribute to other project activities in support of higher roles Project Managers (from project initiation to project closure);
10. Take appropriate actions following Agency procedures and upper management decisions to successfully deliver projects;
11. Adopt the project approach defined by his/her Projects Portfolio Manager following Agency processes;
12. Develop Project Proposals based on Customer's requirements and agreements;
13. Manage Project Team to deliver the project according to Customer's agreements;
14. Provide regular accurate Project status reports.
Requirements Definition and Management
15. Define and manage scoping, requirements definition and prioritisation activities for initiatives of medium size and complexity;
16. Contribute to selecting the requirements approach;
17. Facilitate input from stakeholders, provide constructive challenge and enable effective prioritisation of requirements;
18. Establish requirements baselines, obtain formal agreement to requirements, and ensure traceability to source.
Risk Management
19. Carry out risk management activities within a specific function, technical area or project of medium complexity;
20. Identify risks and vulnerabilities, assess their impact and probability, develop mitigation strategies and report to the business;
21. Involve specialists and domain experts as necessary.
Contract Management
22. Act as a routine contact point between the organisation and suppliers concerning contract management;
23. Support the collection of contract performance data;
24. Create standard reports on contract performance.
Deputize for higher grade staff (Senior Project Manager);
Perform other duties as may be required.
Requirements
Skill, Knowledge & Experience:
25. The candidate must have a currently active NATO SECRET security clearance
26. A minimum requirement of a Bachelor's degree at a nationally recognised/certified University in in an information systems, physics or electronics related scientific or engineering discipline, or other relevant scientific discipline and 2 years post-related experience. Or exceptionally, the lack of a university degree may be compensated by the demonstration of a candidate's particular abilities or experience that is/are of interest to NCI Agency, that is, at least 6 years extensive and progressive expertise in duties related to the function of the post.
27. A recognised formal Project Management qualification, such as PRINCE 2 Practitioner / Project Management Professional (PMP). The lack of formal qualifications can be compensated by the demonstration of expertise and experience in the domain;
28. Recent experience (less than 3 years) in C4ISR Project management and / or development projects for a large organization;
29. Experience in Project Management tools, managing cost and labour;
30. Proven ability to communicate effectively orally, using tact and diplomacy, and in writing with good briefing skills.
Desirable Experience and Education:
31. Prior experience of working in an international environment comprising both military and civilian elements;
32. Knowledge of NATO responsibilities and organization, including ACO and ACT.
