Post Context ACT contributes to preserving the peace, security and territorial integrity of Alliance member states by leading, at Strategic Command level, Warfare Development required to enhance NATO’s posture, military structures, forces, capabilities and doctrines. The Strategic Plans and Policy Directorate (SPP) acts on behalf of SACT to formulate policies, strategies, engagements, ACT contributions to NDPP, and analytical practices that enable the Commander to provide strategic foresight, planning, strategy and policy advice, concepts, and strategic engagement to NATO’s political and military leadership. Principal outputs include, but are not limited to\: long term strategic foresight, strategic level concepts, situational awareness/strategic anticipation, Minimum Capability Requirements, Draft Capability Targets, Suitability Assessment of Allies and NATO Defence Plans, and regional and functional to security related environments. The ACOS Strategic Plans & Policy / Defence Planning Division is responsible for ACT’s contribution, in conjunction with other HQ SACT divisions, to the NATO Defence Planning Process (NDPP) steps 1 thru 5. The DACOS Defence Planning is responsible for management and delivery of the ACT contribution to the NDPP Step 2, 3 and 5. The Defence Planning Targets & Review Branch is responsible for development of the draft Capability Targets and their initial apportionment to Nations for national or multinational implementations, or to NATO for common funded implementation or further development (NDPP Step 3). The Process Manager (Targets & Review) is responsible for proactive management and coordination of the activities related to SACT’s responsibilities and tasks associated with Alliance Defence Planning. Principal Duties: Supports Branch Head (DPTR) in contributing to and coordination of the various Defence Planning processes which are cyclical processes and demand the benefit of continuity in post. Supports the Branch Head (DPTR) in the continuous, gradual integration of HQ SACT transformation and strategic-planning outputs and NATO HQ core defence planning outputs into setting and reviewing of capability targets. Provides the management functions of the day-to-day administration of the Defence Planning data and outputs. Oversees Branch interaction on Defence Planning and Review issues with the Capability Development Branches. Prepares correspondence and produces briefings on all branch defence planning activities. Advises, and trains new Staff Officers in the NATO defence planning process. Supports the development of staff guidance for the branch’s key defence planning activities. Manages the data files associated with the processes and prepares documentation to support the command during defence planning meetings. Exercises quality control over the publications associated with the Defence Planning Processes. Assesses the processes and identifies opportunities to develop, improve, and transform the system. Coordinates the development and implementation of defence planning tools, as required. Oversees the efficient translation of ‘requirement capture’ activities. Responsible as coordinating authority in ACT for contacts with the Nations, NATO International Staff, NATO International Military Staff, and ACO on all matters relating to Force Planning processes. Conducts and/or attends Defence Planning meetings with other Branches, NATO Commands and Agencies and with Nations. Supports the Office of Primary Responsibility (OPR) for conduct of the NATO Staff Officer Defence Planning Course at the NATO School in Oberammergau, Germany. Essential Qualifications / Experience: University Degree and 4 years post related experience, or Higher Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 5 years post related and 2 years function related experience. Four-seven years experience (depending on educational background/degrees) in the Defense Planning process related to capabilities and requirements in national or international organizations. Experience in assessing capability-development progress and capability-shortfalls. Experience in key aspects of defence planning. Experience in interpreting information on future trends in order to measure their effect on required military capability. Good interpersonal skills and experience in working as a team member in a national or international environment. Practical level of IT skill, in particular the implementation of innovative ways to manage the branch information assets. Knowledge of Prioritizations and Resource Allocation methodologies. Language: English - SLP 3333 - (Listening, Speaking, Reading and Writing) Desirable Qualifications / Experience: Experience in defence and strategic planning. Experience working in a NATO military command. Previous staff experience in joint and/or multi-national HQ. French SLP 3322 - (Listening, Speaking, Reading and Writing). Attributes/Competencies: Personal Attributes: Personal qualities of tact, judgment and adaptability. Good political awareness and motivational and listening skills. A sense of diplomacy and propriety to work harmoniously with colleagues and other staff, both civilian and military, from NATO and the NATO nations. Open to others’ perspective. Able to work effectively to support the team activities. Takes responsibility for correcting problems. Must be in good health and available to support the team during high-tempo schedules to meet delivery timelines of defence planning products. Solicits inputs and encourages others Professional Contacts: The incumbent must develop and maintain professional contacts, both within the HQ and with external HQs and agencies involved in defence planning. This incumbent collaborates with contacts and leverages their skills to help the team deliver its outputs. Contribution To Objectives: This incumbent shall be responsible for providing continuity and appropriate advice to support the branch head and the team to deliver defence planning products. This incumbent will apply a transformational mindset to facilitate the inclusion of HQ SACT efforts into NATO Defence Planning. He/She has an influence on the way in which NATO’s required future capabilities are identified and solutions to them are progressed. The identification of those capabilities the Alliance needs to meet its present and future missions is fundamental to the effort of Transformation. Security Clearance The successful applicant will be required to apply for and receive a NATO SECRET Security Clearance prior to final confirmation of contract and commencement of employment. Contract Serving NATO International Civilian staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations. Newly recruited staff will be offered a three year definite duration contract.
