About the Role

In the context of a major organizational transformation, a leading public institution is strengthening its governance across portfolio, program, project, and product management (PPM).

We are looking for a PMO Manager to lead the design, implementation, and continuous improvement of PPM governance and processes, while managing a central PMO and ensuring strong coordination with decentralized PMOs across the organization.

⚠️ This is not a Program Manager role. It is a strategic leadership position focused on governance, frameworks, and organizational alignment.


Your Mission

You will operate at both strategic and operational levels, ensuring consistency, transparency, and performance across the full PPM landscape.


Key Responsibilities:

1. PPM Governance & Framework Implementation

* Design, structure, and optimize PPM governance based on Prince2, adapted to a public-sector environment
* Develop and maintain methodologies (Prince2, Agile, product management)
* Ensure transparent reporting on progress, risks, and decisions


2. Process Design & Continuous Improvement

* Implement and evolve a PPM framework integrating Agile and product practices
* Lead or support implementation of a PPM tool (MPC): migration, configuration, adoption, and training
* Define a capacity and resource management framework aligned with business, HR, IT, and data teams
* Develop and maintain standards, templates, and processes
* Build and animate a PPM community of practice
* Coach project managers, product owners, and PMO stakeholders


3. Central PMO Leadership & Portfolio Steering

* Lead a high-performing central PMO covering:
* Portfolio monitoring (projects, programs, products)
* Prioritization and selection
* Capacity and roadmap management
* Stakeholder coordination
* Support business units and decentralized PMOs in portfolio structuring and prioritization
* Monitor budgets, resources, risks, dependencies, and KPIs
* Deliver dashboards and executive reporting (Power BI)
* Facilitate governance bodies and decision-making forums


4. Problem Solving & Continuous Improvement

* Proactively identify bottlenecks and dependencies
* Propose and implement pragmatic solutions
* Foster a culture of continuous improvement


5. Change Management & Communication

* Contribute to and execute change management plans (communication, adoption, training)
* Facilitate workshops, coaching sessions, and trainings
* Collaborate across departments with strong non-hierarchical leadership


6. Knowledge Transfer & Sustainability

* Ensure structured knowledge transfer to internal teams
* Document best practices and ensure long-term sustainability of governance frameworks


Your Profile

🎓 Education & Certifications

* Master’s degree in Management or equivalent
* Prince2 Foundation & Practitioner (mandatory)
* Additional certifications (3OP, Change Management (e.g., Prosci), Facilitation) are a plus


💼 Experience

* Proven experience as a PMO Manager in a central PMO setup, including coordination with decentralized PMOs
* Experience in at least two public or semi-public organizations
* Strong exposure to complex environments (>1,500 employees)
* Solid understanding of institutional and administrative contexts

* Strong cross-functional leadership & stakeholder management
* Excellent facilitation and workshop animation skills
* Analytical mindset with a problem-solving approach
* Team-oriented and collaborative

🛠️ Technical Skills

* Strong knowledge of Prince2 governance
* Experience with Agile frameworks (Scrum Master level)
* Solid understanding of IT & Data processes
* Experience with PPM tools implementation
* Advanced data-driven reporting (KPI, Power BI)
* Budget and resource management knowledge
* Proficiency in Microsoft Office Suite


🌍 Languages

* Fluent in Dutch and French (mandatory)
