Duties and Role:
Under the direction of the Operations Cell Head, the incumbent will perform the following duties:
1. Overall Reference Facility Management - track outbound / inbound equipment and materials to maintain positive accountability;
2. Inspect and evaluate equipment and materials to determine disposition;
3. Initiate transportation requests for inbound / outbound equipment;
4. Receive rack elevation diagrams from engineering staff and complete installation of racks and equipment within NATO and industry standards;
5. Performs changes to the Reference Facility documentation;
6. Perform cabling and cable management to maintain a clean and functional environment;
7. Directs the work undertaken by the site technicians;
8. Update facility and system documentation and engineering drawings;
9. Assists the NSII Engineers with coordinating with the facility's services, standardisation and best practices;
10. Creates and maintains of Standard Operating Procedures within the Reference Facility;
11. Ensures NSII Teams can performs and configures test scenarios within the NGCS Reference Facility, pertinent to that area; Ensure a common understanding of the available toolsets and method of utilization within the centralised and distributed user base;
12. Investigating and proposing long term solutions to encountered equipment and configuration problems;
13. Advise Management on reliability and enhancements that are needed. Install and upgrade existing hardware/software.
Requirements
Skill, Knowledge & Experience:
14. The candidate must have a currently active NATO SECRET security clearance
15. A vocational training at a higher level in a communications related subject;
16. Or a higher educational qualification in a communications related subject;
17. Or a less formal educational background combined with 8 years' work experience in the field of Communications Systems Engineering;
18. Over 7 years' experience in Installation and configuration management of digital networks and associated transmission systems to include switching systems in support of data, voice and video transfer ;
19. Intermediate knowledge of Logistics procedures to include inventory management, shipping and receiving ;
20. Experience in Configuration Management, Change Management and Incident Management processes in an ITIL organization ;
21. At least 4 years technician level experience installing information technology related facilities, such as server farms or technical control facilities, including equipment racks, equipment and cabling;
22. Proven Experience working within a Data Centre / Reference Facility ;
23. Knowledge of bonding and grounding requirements for communications equipment racks ;
24. Ability in utilizing power tools such as drills, electric screw drivers, metal cutting / grinding devices ;
25. Strong knowledge of UTP, Fibre Optic, Serial and Coaxial cabling standards and limitations;
26. Extensive experience utilizing test devices; digital volt meter, Fluke cable tester, Oscilloscope ;
27. Proficiency building various customized cabling to include, but not limited to, Cat V / VI network cables, Fiber Optic network cables, serial cables, cables ;
28. Experience installing, including cable punchdown, various types of patch panels to include but not limited to Cat V / VI, Fiber Optic ;
29. Ability to receive tasks and work independently ;
30. Experience at installing and configuring Routers / Switches / Servers;
31. Knowledge of network routing and switching technologies;
32. Good knowledge of recent technological developments in communication management systems and LAN / WAN environment;
33. Good interpersonal skills and the ability to work as part of a team, experience of preparing technical documentation and Standard Operating Procedures ;
34. Intermediate knowledge in troubleshooting TCP/IP related issues in a LAN and WAN environment ;
35. Practical experience in the implementation, testing and maintenance of modern communications, or information systems in a LAN and WAN environment.
It is desirable that the incumbent has the following experience/education:
36. Sound knowledge of communications protocols and practical experience of using diagnostic test equipment;
37. Commercial certifications; Fibre Optic, UTP Cabling, PRINCE, MCSA;
38. Familiarity with military voice and data systems;
39. Experience of preparing technical documentation and Standard Operating Procedures.
40. Demonstrable evidence in maintaining knowledge of advances in Information Technology;
41. Prior experience of working in an international environment comprising both military and civilian elements;
42. Knowledge of NATO responsibilities and organization, including Allied Command Operations and Allied Command Transformation.
