About the Role
We are seeking an Expert Project Manager (Freelance) to lead and coordinate complex, high-impact digital projects for our client in Belgium. This is a freelance assignment for 17 months, based in Ghent & Brussels, with the flexibility to work remotely. You will orchestrate multiple project managers and teams, ensuring delivery of critical digital infrastructure and development initiatives that shape the future of public digital services.

What You'll Be Doing
Lead, plan, and organize multiple complex projects (1-2 year timelines) within a dynamic digital transformation environment
Coordinate and mentor a team of project managers, ensuring alignment and delivery across all streams
Drive project execution using best-in-class methodologies (Prince2, PMBOK, Agile/Scrum), ensuring rigorous risk, issue, and change management
Oversee project scope, timelines, and budgets, delivering measurable outcomes and value
Facilitate cross-functional collaboration between technical, business, and stakeholder teams
Utilize tools such as MS Project, Jira, Confluence, Azure DevOps, and MS Office Suite for project tracking, reporting, and communication
Champion API-first strategies, cloud adoption (AWS, Azure), and modern Java development environments
Ensure compliance with ITIL processes and European Union Recovery and Resilience Facility (RFF) guidelines, including environmental objectives
Transfer expert knowledge and coach teams on project management best practices
Prepare and deliver financial and progress reports to stakeholders
What We're Looking For
Minimum 15 years' demonstrable experience as a Project Manager, with at least 8 years in infrastructure or software development projects
Proven track record coordinating and organizing large-scale projects and/or programs
Expertise in project management methodologies (Prince2, PMBOK, Agile/Scrum), with relevant certifications preferred
Hands-on experience with project management tools: MS Project, Jira, Confluence, Azure DevOps, PowerPoint, Excel
Strong knowledge and experience with ITIL processes
Demonstrable experience with APIs, Java environments, and cloud platforms (AWS, Azure)
Experience with financial reporting and budget management
Experience working within or for the Flemish Government is a plus
Experience with Magda is an advantage
Ability to transfer expert knowledge and coach teams
Ownership mindset, meticulous organization, and adaptability in fast-paced environments
Language Proficiency
Fluency in Dutch at European CEFR level C2 is mandatory
