Special Terms and Conditions: The contractor will be responsible for complying with the respective national requirements for working permits, visas, taxes, social security etc. whilst working on site at NATO HQ Brussels, Belgium. No special status is either conferred or implied by the host organisation, NATO HQ Brussels, Belgium to the contractor whilst working on site. The contractor will be responsible for complying with all the respective National Health COVID-19 regulations in Belgium before taking up the position.
1. INTRODUCTION
The NATO Standardization Office initiates, coordinates, supports or administers NATO standardization activities. One activity is providing access to NATO standards, terminology and standardization related information via public and protected portals. The public NSO portal may be found here:
The NSO’s Business Application Section (BAS) develops, manages and maintains these portals and the associated NATO Standardization Document Database (NSDD). Due to various innovation activities and projects, the workload of BAS has become such that a contractor is required to assist in fulfilling their mission until a more permanent solution is approved.
2. TASKS
a. Collaborates with the Applications Systems specialist in the design, development, deployment, test and maintenance of the NSO applications, portals and databases to ensure excellent security, availability, responsiveness and usability;
b. Supports the team with ongoing projects;
c. Develops and executes the NSO portion of NATO-wide digital transformation activities;
d. Helps identifying opportunities to innovate BAS applications, gather new business requirements from business users, develop Statement of Requirements, assist in the development of project plans and bring the innovative ideas to fruition;
e. Assists in the development of procurement actions, from Statement of Requirements writing to assisting the evaluation of the technical aspects of procurement bids;
f. Supports collaboration with external teams involved in application development, manages the NSO source code repositories on the NATO Software Factory (NSF), participates in code reviews, leads code reviews of contractor teams, answers vendor questions during development, tests and integrates products;
g. Applies agreed standards and tools to achieve well-engineered outcomes;
h. Investigates and resolve NSO applications and websites problems, requesting action from contractors if required;
i. Develops documentations for installation and handover to maintain and improve the installation service;
j. Assists in the response to security incidents impacted NSO applications and websites;
k. Provides support during the security review and approval process of the NSO applications and portals;
l. Participates in the routine support and maintenance of NSO BAS applications:
1. Maintains the NSO web structure, in accordance with the NSO Information Policy (Branch pages, News, Events, etc…);
2. Is the main point of contact and support for NSO users’ management and resolve related issues;
3. Maintains the NSO reverse proxy;
4. Maintains the NSO identity provider (IdP);
5. Executes and monitor the daily synchronization task in order to publish and synchronize the standardization data and events on both environments (high and low sides).

4. LOCATION OF DUTY
The work will be executed 100% on site at the NATO HQ offices in Brussels, Belgium.
5. TIMELINES
The services of the contractor are required for the period starting as soon as possible until 31st December 2026.
Future contract extensions are subject to performance of the contractor and related NATO regulations.
OPTIONS to extend:
Option 1: 01 January 2027 – 31 December 2027
Option 2: 01 January 2028 – 31 December 2028
6. SPECIFIC WORKING CONDITIONS
Secure environment with standard working hours. Occasional non-standard hours may be required,
6. very occasionally, the contractor must arrive early in the morning at 7:30 and leave early, after 8 hours.
7. very rarely evening work maybe required. This would only happen if a serious security accident occurs.
7. TRAVEL
The position generally does not require travel. Travel expenses, if any, will be reimbursed by NATO based on the NATO per diem rate, in addition to the hourly rate.

The contractor must be in possession or capable of possessing a security clearance of NATO SECRET.
A signed Non-Disclosure Agreement will be required.

3. PROFILE
9. At least four-years’ experience in designing, implementing, managing and optimizing web applications including experience in software architecture and the design of scalable, maintainable systems;
10. Experience in migrating legacy systems;
11. Experience in drafting and reviewing solution designs, statements of requirements, implementation diagrams and any other project’s documentation;
12. Solid knowledge and experience of development languages (.NET, C#, PowerShell, HTML5, CSS, Typescript/Javascript);
13. Good knowledge of Javascript frameworks (Angular) and single-page applications (SPA);
14. Experience in relational database management systems, especially Microsoft SQL Server 2022, including administration, optimization and troubleshooting;
15. Experience in Microsoft Windows Server (2022 or higher) and Red Hat Enterprise Linux (RHEL or higher) administration and troubleshooting;
16. At least two-years’ experience in using tools and technologies commonly used in DevOps toolchains such as:
17. Project management and ticketing system (preferably Azure Boards) – defining user stories, reporting bugs, defining releases,
18. Source code repositories (preferably Azure Repos) – configuring project’s git repositories and reviewing pull requests to ensure a proper quality of the code base;
19. CI/CD Continuous Integration and Continuous Delivery (preferably Azure Pipelines) – designing and implementing automated source codes validation checks and deployment pipelines;
20. Containerization (preferably Docker) – configuring and managing the container registry as well as the deployment process;
21. Significant knowledge and experience in requirements acquisition, analysis and specification, agile development methodologies ( Scrum) and development environments (Visual Studio, Visual Studio Code, Azure DevOps).
