Safety


Key Responsibilities of the Role

* Become familiar with, comply with and enforce through permitting and auditing, the relevant Mercury SOPs including but not limited to Control of Hazardous Energies Procedure and Operating and Energisation Procedures for Work on LV & MV Systems.
* Understand the need for and adherence to the Permit to Work and Lock-Out Tag-Out Procedures and follow safe working practices.
* Understand Mercury site specific ESSOW (Electrical Safe System of Work).
* Review and understanding of Sub-Contractor COHE (Control of Hazardous Energies).
* Review and approve Sub-Contractor Electrical RAMS.
* Ensure all works are conducted in accordance with client directives.
* Operational control of the LOTO systems.
* Operational control of safe switching (Energisation/Isolations) during the commissioning phase.
* Ensure warning signs are in place and checked at regular intervals.
* Report any electrical incidents to SAP and Energy Marshall.
* Ensure segregation of hazardous areas and the correct use of Electrical PPE.
* Successfully complete any required training in the jurisdiction.
* Identify potential hazards and implement mitigation measures.
* Ensure areas are secured under permit control.
* Assist Senior Authorised Persons to remain compliant in internal audits such as Self-Assessment COHE Audit and Audit for inspection of temporary electrics.
* Be conversant with Arc flash mitigation including PPE selection, condition and maintenance.
* Authorize Energisation and Isolation Requests once all criteria are met for the nominated voltage range.
* Follow the instruction of the Senior Authorised Person.
* If not shown during proof of qualification, provide evidence of successful completion of colour vision test.


Technical

* Be a qualified electrician awarded the National Craft Certificate as part of the National Framework of Qualifications or equivalent in the jurisdiction and verified by Naric.
* OR Have obtained a suitable electrical award, equivalent to Level 6 or higher on the National Framework of Qualifications.
* Understand, interpret and work from project drawings such as SLDs, Wiring Diagrams, schematics, etc.
* Understand EN and local code regulations; stay current with local jurisdictional electrical regulations.
* Complete a recognised course in Verification, Testing and Certification as required by the jurisdiction.
* Inspect, commission, troubleshoot associated control systems and power circuits and switchgear.
* Perform a variety of commissioning duties including MCCs, VSDs, distribution panels, motors, lighting and small power circuits.
* Demonstrate understanding of policies and methods related to commissioning electrical equipment and related duties.
* Interpret project documentation such as Punchlist Procedure, As Built Procedure, Vendor Manuals, etc.
* Perform testing including Insulation Resistance, Point to Point, and grounding; ensure pre-connection/dead test results comply with jurisdiction.
* Take live readings post-energisation and record on energisation request form; ensure post-connection/live test results comply with jurisdiction.
* Perform and demonstrate Live Dead Live testing as required.
* Conduct panel inspections and complete Pre Energisation Checklists prior to energisations.
* Execute switching schedules/notes post approval from SAP and Energy Marshall.
* Perform safe energisations, isolations and functional switching.
* Ensure correct tags are applied to all equipment awaiting energisation.
* Provide assistance within the Commissioning process from Level 1 through Level 5.
* Enforce the Electrical Permit to Work system: approve/cancel/close electrical safety-related permits for the nominated voltage range (Low Voltage/Medium Voltage).
* Establish and maintain positive working relationships with site supervisors, peers and vendors.
* Review commissioning processes; assist in electrical incident investigations.
* Monitor PPE and safety equipment; advise on calibration requirements or replacement safety equipment as required.
* Have completed a recognised MV/HV switching course if appointed as an MV Authorised Person.
* Must have worked on MV systems for a minimum of three years.


Communication/Reporting

* Site management of Mercury’s “In Progress” snagging system ensuring safe and controlled works by supervisors.
* Report any electrical events to SAP.
* Issue internal weekly progress reports to SAP, highlighting all changes in electrical conditions on site.
* Ensure communications to SAP and CxA are timely, clear and precise regarding switching operations.
* Provide concerns and updates to the Person in Charge of an Electrical Installation and to the Senior Engineer.

Essential Criteria

* Demonstrated history of delivering HV/MV Infrastructure projects; DC / DNO / IDNO / Power Generation. If appointed as MV Authorised Person, familiarity with LV infrastructure and equipment is required.
* Experience managing work and safety precautions across control boundaries.
* Experience performing/supervising advanced cable works including phasing, testing, identifying & spiking. (Spiking is often a licensed requirement; experience and familiarity with the process are essential.)
