Role Purpose
The Senior DPO Advisor will provide expert back-office support, coaching, and methodological guidance to a junior Data Protection Officer within a complex Belgian healthcare and interfederal regulatory environment.
The role is not operational front-line DPO ownership but focuses on capacity building, quality assurance, and governance reinforcement.
Key Responsibilities
1. DPO Support & Coaching
* Provide daily advisory and methodological support to the junior DPO
* Coach and train the DPO to strengthen autonomy, confidence, and expertise
* Review and structure deliverables to ensure high-quality outputs
* Adapt explanations and guidance to the DPO’s learning (in French)
2. GDPR Governance & Compliance
* Integrate GDPR requirements into tender specifications and procurement documents
* Draft, review, and negotiate data protection clauses and DPAs
* Supervise and structure relationships between controllers, processors, and joint controllers
* Validate and maintain the Record of Processing Activities
* Formalise and update internal data protection policies
3. Risk & Data Flow Management
* Analyse critical data flows within healthcare and interfederal systems
* Assess IT outsourcing and third-party processing risks
* Ensure GDPR compliance in complex institutional data exchanges
4. Stakeholder & Authority Interaction
* Support management in defining roles, scope, and responsibilities
* Prepare and support interactions with the Belgian Data Protection Authority, if required
* Operate within an ecosystem involving INAMI, BCSS, eHealth, insurers, and public/private partners
Required Qualifications
* Master’s degree in Law (Data Protection and/or Public Law specialization)
* Certified Data Protection Officer (DPO)

Technical
* Excellent command of French and Dutch (mandatory)
* In-depth, hands-on expertise in GDPR
* Strong ability to handle complex legal and institutional analyses
* Solid understanding of the Belgian public and healthcare regulatory landscape
