Role Summary
The Security Engineer / Project Manager is responsible for the end-to-end delivery of security initiatives and projects within a large Belgian utility and infrastructure organization operating in the water management and environmental services sector.
The role sits within the Digital organization and combines project management, deep technical expertise, and an advisory function. Its purpose is to strengthen and safeguard the organization’s digital resilience across multiple domains, including Infrastructure, Software Development, and Operational Technology (OT) environments.
This organization operates critical infrastructure and services that are essential to environmental protection and public health, meaning security, availability, and operational continuity are of the highest importance. The role therefore contributes directly to protecting mission-critical systems and industrial environments.
The position requires a strong balance between hands-on technical execution and structured project delivery, while also acting as a trusted security advisor across Digital teams.
Key Responsibilities
1. Security Project Management and Delivery
* Set up, coordinate, and execute security projects from initiation to completion
* Define project plans, scope, and execution approach
* Coordinate stakeholders, resources, timelines, scope, and budget
* Deliver technical security solutions end-to-end
* Combine project leadership with hands-on technical implementation
* Ensure quality and adherence to security-by-design principles throughout delivery
2. Development and Implementation of Security Processes
* Analyze, define, and implement security processes, procedures, and controls
* Translate security policies into practical, actionable workflows and guidelines
* Continuously improve security processes based on incident analysis, risk assessments, and lessons learned
* Drive operational maturity of security practices across the organization
3. Technical Security Expertise
* Apply deep expertise in modern security platforms, including:
* Microsoft Defender suite
* Microsoft Entra ID / Active Directory
* Identity and Access Management (IAM) solutions
* Evaluate, configure, and optimize security tools and technologies
* Support troubleshooting and perform deep technical analysis of complex security issues
* Contribute to secure architecture design and technical decision-making
4. Advisory Role within Digital
* Act as a trusted security advisor across Digital domains (Infrastructure, Software Development, OT environments, etc.)
* Provide guidance on security implementations, architecture decisions, risk assessments, and mitigation strategies
* Support and contribute to security governance structures
* Collaborate closely with technical and business stakeholders
5. Security Frameworks and Compliance
* Apply and advise on established security frameworks and standards, including:
* Cyber Fundamentals
* NIST
* CIS Controls
* ISO 27001
* Support compliance initiatives and audit processes
* Provide expertise on NIS2 requirements (strong advantage)
6. Incident Analysis and Continuous Improvement
* Leverage system engineering experience to analyze security incidents and events
* Identify root causes and propose structural improvements
* Develop and follow up on improvement initiatives after approval
* Contribute to proactive security posture management across the organization
7. Security Evangelism (Technical)
* Promote security best practices across the Digital organization
* Act as a technical security advocate within teams and projects
* Support other teams as a security subject matter expert
* Strengthen overall security awareness and culture within Digital

Profile and Competencies
Knowledge & Experience
* Proven experience in both security project management and hands-on technical execution
* Strong technical background in enterprise IT environments
* Solid understanding of security concepts, architectures, and solutions
* Experience with security frameworks and compliance standards
* Broad experience as a System Engineer is essential
