JOB DESCRIPTION:
* The GIS consultant is responsible for the integration of GIS functionality in all kinds of applications. He/she/he supports the visualization of this geodata via digital maps and provides the necessary geo (web) services. The GIS consultant determines which data / data layers are needed and how they should be structured to meet the needs of the internal and external users. Performing or having carried out a business analysis for the implementation and integration of new GIS needs. Experience/knowledge with the design of geodatabases is a must. Experience/knowledge with performing spatial analyses in GIS is a must. Experience/knowledge in the field of GIS Solution Architecture is an advantage, which means: translating functional requirements into a technical implementation within the domain of GIS software. Experience/knowledge with technical components such as ArcGIS Enterprise, SQL Server and ArcGIS Pro GeoServer, QGIS, PostGIS is an advantage. In addition, we also work with FME, VertiGIS and Python (ArcPy) within Client.

This cell supports and accelerates the digital transformation of the agency and develops innovative solutions that make our operations smarter, more efficient and future-oriented. Within this cell, two strategic programmes are running:
* Digital Services: improving digital interaction with citizens, field partners and other authorities.
* Smart Nature: use of technology such as IoT, data analysis, artificial intelligence, satellite images and drones to support and optimise nature management.
SKILL MATRIX:
* Proven experience in geocoding, vector and raster graphics formats, resizing and manipulating data for various purposes, writing queries for the relevant DB environment
* Demonstrable experience in the development of GIS systems
* Proven experience with ESRI Enterprise Software: ArcGIS Desktop, Server, Online
* Proven experience with geodatabases in SQL server
* Proven experience in setting up data and geo-services for GIS applications
* Language requirement: Dutch at European CEFR - level C2
* Be able to perform demonstrable experience in programming assignments very smoothly: coding, testing and debugging-Demonstrable experience with agile/scrum operation
* Demonstrable experience with the use of APIs and services of Digital Flanders and use of the base registers
* Demonstrable experience in the field of GIS Solution Architecture: translating functional requirements into a technical implementation
* Proven experience with geoprocessing tools
* Proven experience of cloud architecture and serverless databases and applications
* Demonstrable knowledge and experience with VertiGis
* Demonstrable knowledge and experience of Agile development methodology
* Demonstrable knowledge of ETL tools (FME, python,...)
* Demonstrable knowledge of GIS systems through certification
* Demonstrable knowledge of ITIL.
