Hauptaufgaben

As Facility Operations Specialist, you will:

- Be responsible for planning, organizing, coordinating, and executing all facilities maintenance and repair including general purpose administrative space, Soldier quarters, physical fitness facilities, General Officer Quarters, etc.

- Direct the daily operation of the O&M Brussels Team, ensuring that maintenance management for USAG Brussels' infrastructure, facilities, and related equipment meets service ability and readiness standards, including the maintenance management of numerous facilities at approximately 5 million square feet of working space electrical, gas, potable water, and wastewater utilities.

- Serve as a Contracting Officer's Representative (COR) responsible for surveillance of contract construction projects, enforcement of contract warranties and promulgation of the value engineering program.

- Determine whether contractor performed work meets standards of adequacy necessary for authorization of payment.

- Assist and coordinate wih the USAG Benelux Energy Manager all energy related issues, which can include the application of skills and knowledge of electrical high and low tension, electronic phenomena, water supply, heating & ventilating equipment, sewage treatment plant.

- Develop the instructions and specifications for the repair, modification, maintenance and testing of new types of systems with many component pieces of equipment.

- Prepare cost estimates.

- At the target level BA-09, you will also:
- direct subordinates in engaging, leading, coordinating, sequencing, and scheduling shop operations and workflow; allocating resources; monitoring production, quality, and customer service; analyzing data and trends (backlogs, efficiency, output, etc.); conducting and preparing local and demand studies; conducting briefings
- perform supervisory functions over a small staff by assigning work, approving leave requests, evaluating work performance, etc.


Qualifikationsanforderungen

At the BA-05:

Experience:

Applicants must demonstrate at least one year of creditable experience. Credital experience is progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled.To be creditable, experience must have been gained at a level that is at least equivalent at the next lower grade (BA-04).

Substitution of Education for experience:

A High Secondary School diploma may be substituted for experience.

At the BA-07:

Experience:

Applicant must demonstrate at least one year of experience in a closely related field as the position to be filled. To be creditable, experience must have been gained at a level that is equivalent to at least the next lower grade (BA-05). The experience must demonstrate that the applicant possesses the Knowledge, Skills and Abilities (KSAs) required for the position, as described in the KSA section below.

OR

Substitution of Education:

Education level III (Bachelor degree or successful completion of 3 years after high-secondary school) successfully completed in a field related to the position being filled is qualifying at the BA-07 level (for ex. "Bachelier en construction,…)

Knowledge, Skills and Abilities (KSAs):

- Knowledge of English written and oral to deliver briefings and develop instructions
- Knowledge to perform maintenance work, including estimating material and labor costs for maintenance projects
- Skill and Knowledge of electrical high and low tension, heating an ventilating equipment, sewage treatment plan


At the BA-09:

Experience:

Applicant must demonstrate at least one year of experience in a closely related field as the position to be filled. To be creditable, experience must have been gained at a level that is equivalent to at least the next lower grade (BA-07). The experience must demonstrate that the applicant possesses the Knowledge, Skills and Abilities (KSAs) required for the position, as described in the KSA section below.


OR

Substitution of Education:

A Master degree (or equivalent) successfully completed in a field related to the position being filled is qualifying at the BA-09 level (for ex. "Master Ingenieur civil des constructions,…)

Knowledge, Skills and Abilities (KSAs) in addition to the KSAs required at the BA-07:

- Ability to identify organizational and operational problems
- Technical knowledge to supervise a small staff performing trade or crafts work
- -Ability to attend meetings at upper level, to brief and to make recommendations to the Brussels Deputy Garrison Manager (DGM).

ORGANIZATION AND PLACE OF DUTY:

US Army in Belgium is an American government agency whose mission is to provide logistical and administrative support to the US personnel at NATO and SHAPE in Belgium.

DESCRIPTION OF THE OFFER:

•Permanent, Full-time (38 hours per week)
•REGULAR work schedule (Mon-Fri)
•Salary:
- From € 3,346.77 gross/month at BA-05. This is a trainee position. Upon meeting all qualification requirements to perform the duties at the next performance level, the incumbent may be non-competitively promoted per management's recommendation.
- From € 4,019.83 gross/month at BA-07. This is a trainee position. Upon meeting all qualification requirements to perform the duties at the next performance level, the incumbent may be non-competitively promoted per management's recommendation.
- From € 4,827.09 gross/month at BA-09
