Remote working is subject to specific limits set out in internal rules and must align with business needs and managerial approval. bPlease note that full-time remote work is not permitted. /b /li libReserve list: /b Applicable - See details in the "Useful information" section /li /ul h3Your team /h3 pWithin the Directorate Central Route Charges Office and Finance, the Head of CRCO Accounting Section is responsible for guiding and overseeing their team to ensure the timely and effective delivery of accounting services related to the Multilateral Agreement for Route Charges and the bilateral agreements for route, terminal and communication charges managed by the CRCO, while ensuring compliance with applicable rules, regulations, policies and procedures. /p pThis position requires a balanced mix of business and operational engagement. Candidates must be equally comfortable developing financial analysis and controls, managing staff and dealing with day-to-day accounting and finance operations. /p pbYour role /b /p pYour role will be to: /p ul liLead and manage the activities and resources dedicated to the accounting for the 23 billing systems managed by the CRCO and ensure timely and accurate delivery of services in accordance with rules, regulations, policies and procedures and with International Financial Reporting Standards (IFRS) and best practises. /li liDefine the strategy for the financial reporting of the CRCO operations to States/ANSP’s and airspace users and establish and implement associated policies and operational processes in view of increasing synergies and harmonisation in the services. /li liDefine key performance indicators within the CRCO accounting service and ensure that targets are met. /li liManage the evolution of the CRCO financial information system by acting as functional administrator, defining business requirements, coordinating tests of new developments and validating solutions. /li liPlan, drive, and monitor team output, including role definition and performance evaluation. Address performance gaps and foster development through training, coaching, mentoring, etc. to ensure required competencies are available when needed. /li liResponsible for the annual financial closure for the MLS and Bilateral Agreements. /li liEnsure timely and accurate preparation of official financial reporting, including the annual Financial Statements for the RCS (Route Charge System) in line with IFRS and RCS relevant policies and regulations and the annual financial reporting for each signed Bilateral Agreement. /li liManage the national administrations and ANSPs’ relationship on financial and accounting matters and act as focal point for the external auditors. /li liDefine policies and procedures aiming at achieving a high level of assurance in the areas of integrity of data, information security and business continuity, and ensure their application in coordination with internal relevant services. /li liEnsure adherence to regulatory requirements and internal systems and controls. /li liDrive regular reviews with a view of further improving existing services and processes. /li liBuild collaborative relationship across CRCO teams, internal and external stakeholders. /li liCarry out any other task in line with the main purpose of the job. /li /ul pbRequired qualifications, experience competencies /b /p ul liCandidates must fulfil one of the following educational and professional experience requirements: /li liCompletion of third level studies in a relevant field (e.g. finance, accounting, business administration, economics) meeting European Qualifications Framework (EQF) Level 7 followed by at least 10 years progressive finance and accounting experience, including 3 years in a team management role. Established staff members will therefore have to serve a confirmation period of 9 months. This period may be shortened to 6 months if the selected candidate is appointed following a competition preceded by a previous temporary assignment to the post for which s/he was selected.
