Job Description
Our client wants to rewrite its central file management application 'Laurentide', which is currently written in VB6, in C# (back end) and Angular (front end). The Laurentide application is built on an Oracle database and needs to be migrated to SQL Server. The project is part of the cross‐cutting E‐migration programme, digitising asylum and migration procedures in line with the E‐migration architecture. The new application and database will be hosted in a Microsoft Azure environment using Microsoft technologies (DevOps, .NET). Current functionalities of the application will be retained, supported by a functional analysis document.

The Laurentide application ensures that:
Appeals are received and registered;
The administrative file is created and further managed throughout the procedure;
The digital file is complete;
Types of letters/documents are created;
Correspondence with the parties is ensured;
The parties are summoned to the hearing;
Judgments are registered and served on the parties;
Appeals in cassation against judgments of the Court of Appeal are followed up.
Documents can be sent and received digitally (via J‐box) or by registered mail; 90% of cases are done digitally.
Types of letters and documents (including judgments, invitations to hearings, minutes, accompanying letters, etc.) are generated via the application, with automatic metadata entry and optional Word editing.
Specific Role
Ensure architectural principles of the e‐Migration programme are complied with and that Laurentide follows the specifications of the architectural design document (SAD).
Identify deviations quickly and, if necessary, submit them to the Architecture Board within e‐Migration for approval.
Issue instructions to developers and check conformity of front‐end and back‐end applications.
Supervise integration of the solution at the e‐Migration platform (Microsoft Azure cloud).
Define data architecture and monitor its implementation.
Ensure the documentation for the solution is drafted by the development team.
Organise and lead stand‐up meetings and assist the project manager in organising sprints.
Assist the project manager in drawing up planning for back‐end and front‐end development, and, with an internal developer, develop the back‐end part of Laurentide within the e‐Migration programme standards.
Mine Oracle database to SQL Server and enforce strict adherence to agreed deadlines.
Collaborate closely with CALL developers and transfer knowledge about developed components.
Participate actively in API integration into e‐Migration platforms.
Define automated testing scenarios and assist in end‐user test development.
Knowledge of Belgian authorities responsible for asylum and migration and related procedures is required.
