Tasks for the External Service Provider:
* Definition of editorial and style guidelines for the Quantum Act, roadmaps, SRIA annexes and related documents, in line with the Commission's drafting rules and corporate identity.
* Preparation of consolidated and aligned working versions of draft legal, policy and technical documents (Act, roadmaps, SRIA annexes, guidance, etc.), ensuring internal consistency, correct cross-referencing and version control.
* Management of document versioning (change logs, comparison tables, clean and track-changes versions) and support to the coordination of comments and inputs from services and stakeholders.
* Development and maintenance of FAQs, Q&A, explanatory notes, guidance documents and other supporting material for internal and external audiences.
* Coordination and review of written contributions from different services and stakeholders to ensure coherence in terminology, structure, style and messaging.
* Reporting of progress on the corpus of documents (status lists, editorial calendars, overview tables of versions and pending actions).
* Assistance with the drafting and editing of briefings, speaking points, key messages and other material for high-level meetings and public communication.
* Support to the preparation and editorial quality control of documents for interservice consultation, Regulatory Scrutiny Board, College, Council/Parliament negotiations and publication (proofreading, formatting, compliance with templates).
* Interaction with policy officers, legal services, communication units, other DGs and external experts to clarify content, agree editorial solutions and collect/implement feedback.
* Assistance with knowledge management for the file (document libraries, naming conventions, archiving, alignment between Ares, SharePoint and other repositories).
SPECIFIC EXPERTISE
* At least 5 years of proven professional experience in drafting, editing and reviewing policy, legal or technical documents in an EU or international context.
* Demonstrated experience in editing complex multi-author documents (e.g. legal acts, delegated/implementing acts, strategies, roadmaps, SRIAs, guidelines, impact assessments).
* Proven experience in preparing FAQs, Q&A, guidance, briefings and similar support material for internal and external stakeholders.
* Experience with version control, document management, and coordination of comments/inputs across multiple services or organisations.
* Proven ability to ensure coherence of terminology and structure across a family of related documents (e.g. act, annexes, roadmaps, communications).
* Experience in digital or emerging technologies policy (e.g. quantum technologies, AI, data, cybersecurity) is a strong asset.
* Familiarity with the Commission's Better Regulation principles, impact assessment practice and interservice consultation processes is an asset.
CERTIFICATIONS & STANDARDS
* No formal certification is strictly mandatory for the performance of the tasks. The following certifications and standards would be considered an asset:
* PM², PRINCE2 Foundation or equivalent project management certification.
* Certification or formal training in technical writing, plain-language drafting or similar.
* Any relevant training in EU law, EU procedures or legislative drafting.
