The NATO Cyber and Digital Transformation Division (CDT) is launching the NATO Repository of Allied Cyber Responses — an Alliance-wide tool to consolidate information on malicious cyber activities, threat actors, and Allied responses. The aim is to strengthen situational awareness, support decision-making, and enhance Alliance coherence.
As the Repository approaches its Q1 2026 launch, CDT seeks a Data Analyst to ensure data quality, support analysis, and generate insights for NATO leadership. The role also includes supporting the annual Cyber Defence Pledge (CDP) process by analyzing Allied self-assessments.
Responsibilities:
* Data Cleaning, Transformation & Standardisation Tasks include: cleaning and structuring Allied-submitted response data and incoming data from a research institution; Standardising data formats, categories, and fields in line with the required taxonomy. Identifying inconsistencies, gaps, and missing elements in the data and flagging these to the Project Manager (PM);
* Data Validation and Quality Assurance. Tasks include: Conducting regular data quality checks (accuracy, completeness, timeliness); Reviewing data entries and confirming alignment with the NATO Cyber Response taxonomy. Ensuring proper data classification and tagging. Supporting the PM in preparing feedback to Allies and researchers.
* Data Integration and Support to Technical Development Tasks include: Working closely with the data engineer to ensure smooth ingestion and integration of data into the platform; Supporting testing of data upload tools, visualisation features and filters; Helping to document data and refine the Repository’s metadata structure.
* Generation of Analytical Insights for NATO Leadership. Tasks include: Producing insight reports on Allied response patterns (e.g., most-used measures, speed of response, clustering by threat actor). Identifying trends and anomalies in Allied responses over time; Preparing data-driven products to support Committee discussions, CDT leadership meeting and strategic messaging; Create dashboards and visual analytics.
* Support to Onboarding and User Training. Tasks include: Supporting PM in preparing training materials (slides, guides, examples, videos); Support in demonstrating data entry and tool navigation during webinar sessions for Allies; Providing technical and analytical assistance to first-time users.
* Pledge - Support Pledge project lead on data analysis of Allied cyber maturity self-assessments. Tasks include: Verify data analysis methods to ensure correct data analysis methods use, support in identifying trends and anomalies in Allied responses over time through a comparative analysis of the previous Pledge cycles (May-June).
