Tasks
Based on documents and concepts developed by the Supply Chain Directorate (e.g. Business Plan, Strategic Document, and Supply Chain “Story for Change”), the objective is to consolidate and formalize a common reference framework to support the transformation and alignment of all stakeholders.
Main Responsibilities
* Pragmatically and concretely define the Target Operating Model (TOM) of the Supply Chain Directorate by formalizing it in a concise, clear, and accessible way, supported by practical use cases to reduce interpretation differences and allow employees to explain the TOM autonomously and consistently within approximately ten minutes.
* Define and document the guiding principles of the Supply Chain Directorate, including:
* balance between stock levels and availability,
* management of critical items,
* collaboration with customers and partners,
* and management of obsolete/black stock.
* Highlight the Supply Chain Directorate’s value and service model.
* Describe the end-to-end supply chain flows.
* Identify and define key roles within the logistics architecture.
* Include stock management policies and guiding principles.
* Document interactions with customers and partners, specifying responsibilities and mutual expectations.
* Translate the TOM into a high-level end-to-end supply chain process (without detailed process maps, but focusing on major steps, responsibilities, and key interfaces).
* Formalize a minimum level of alignment with Infrabel partners regarding key supply conditions such as stock levels and associated baseline rules.
* Integrate and highlight the enablers identified in the business plan that are required from customers and partners to make the operating model effective and sustainable.
* Emphasize the structural need for recurring availability of resources and time commitment from customers and partners as a key success factor for the TOM.
Collaboration Responsibilities
Optimize available inputs through effective collaboration:
* With Management (top-down approach), while taking into account and maximizing their availability.
* With the E2E Process Improvement team, to ensure a clear, coherent, and aligned definition of end-to-end processes and support knowledge transfer.
* More broadly with the Transformation Office team, which facilitates the transformation of the directorate.
Must-Have Requirements
* Significant experience in drafting and implementing Target Operating Models (TOM)
* Minimum 10 years of experience in project management (including planning methodologies/tools, execution, and follow-up)
* Background and experience in change management during transformation programs
* Minimum 15 years of experience in supply chain management
* Knowledge of project methodologies
* Knowledge of project management principles and Lean & Agile methodologies
* Project management certification is considered a plus (e.g. PMP or Prince2)

Languages
* Fluent spoken and written Dutch and French
Additional Experience Requirements
* At least 10 years of experience managing complex multi-stakeholder projects and programs
* At least one fully completed complex TOM project (from definition to final delivery) delivered successfully to the satisfaction of both the client and organization
* At least 5 continuous years of experience in a large company (minimum 1,000 employees) within an asset-intensive sector (e.g. rail, energy, logistics)
