Duties & Role:
Operational Planning
1. Participates in Operations Planning Processes at strategic and/or operational level including travel to planning and execution activities
2. Coordinates mid and long-term Operational planning between strategic/operational staff and relevant functional/business areas within NCIA.
3. Orchestrates the tracking, recording and accounting of all formal tasking until confirmed as complete by the requesting authority.
4. Provides close coordination with customers, in requirements capture and service delivery.
5. Ensures the provision of timely and relevant management and situational awareness updates to senior leadership.
6. Leads and coordinates strategic initiatives working across departmental or functional boundaries.
7. Contributes to the development of policies, standards and guidelines for operational process development and planning.
8. Step in for senior-level staff as and when required, ensuring continuity of leadership and decision-making.
Project Management and Support
9. Provides support to Project Managers throughout the NATO Project Management lifecycle, in the delivery of and transition into Service Operations.
10. Supports and coordinate different processes related to customer CRFs to Price Proposals (PP), O&M, CURs, and funding approval for ongoing missions.
11. Notifies the 'customer' of any requirement for Customer Funding and obtain confirmation that any required Customer Funding is in place;
12. Liaises with the COO Account Manager (AM) and coordinates the requested support with Agency Operational Elements.
13. Drafts a Tasking Order on behalf of the Branch Chief in order to initiate the delivery of those NCIA services.
Business Administration
14. Lead and guide the Planning Team when Branch Head is not present.
15. Mentor, coach and develop new OPEX military and civilian staff members. Assist and advise them of their responsibilities throughout the CIS planning process.
16. Maintain personal core competencies in related technical fields and processes.
17. Undertake ad hoc tasks related to OPEX responsibilities as required.
18. Designs the timetable of executive-level meetings and forums.
19. Sets agenda, format and desired outcomes for meetings.
20. Provides direction and receives progress updates from members of an executive team.
21. Manages highly sensitive and confidential issues and information.
Requirements
Skill, Knowledge & Experience:
22. The candidate must have a currently active NATO SECRET security clearance
23. A minimum requirement of a Bachelor's degree at a nationally recognized/certified University in a related discipline – mainly CIS/IT - and 2-years post-related experience. Or, exceptionally, the lack of a university degree may be compensated by the demonstration of a candidate's particular abilities or experience that is/are of interest to NCIA, that is, at least 6-years extensive and progressive expertise in duties related to the function of the post.
24. Minimum two years of relevant experience, preferably in the delivery and implementation of management support mechanisms or other professional-level activities.
25. Demonstrates good knowledge of the NATO Operational Planning process or similar and comparable planning processes.
26. CIS planning experience in a National or International HQ at divisional level or above
27. Proven experience and ability to communicate with customers and staff at all levels including military and civilian personnel and excellent verbal and written communications skills.
28. Experience in presenting complicated issues in a clear, concise and persuasive manner
29. Proven experience and ability to multi-task, manage time, deliver on responsibilities and work effectively under pressure while producing high-quality products, at times, under short deadlines.
30. Knowledge and experience of pertinent modern communications and information systems.
