About the Role
We are seeking an Expert ICT-Architect (Freelance) for a 4-month project in Hasselt. You will join our client's strategic initiative to transform their HR information systems, driving a comprehensive analysis and laying the foundation for a future-proof HRIS landscape. This is a freelance opportunity for elite architects who thrive on impact, complexity, and collaboration.

Your expertise will bridge business and IT, ensuring that every requirement is mapped, every bottleneck is identified, and every decision is informed by objective, benchmark-driven insight. The outcome? A clear, actionable vision for a next-generation HR platform that will empower thousands and set a new standard for efficiency and innovation.
What You'll Be Doing
* Lead the end-to-end preliminary analysis for a new HRIS, mapping current processes, identifying bottlenecks, and defining future requirements
* Guide and structure the software selection process, including scope definition, decision-making, and selection dossier compilation
* Facilitate structured dialogue between HR, IT, and all relevant stakeholders to translate business needs into technical requirements
* Deliver independent, benchmark-based expertise to support objective, well-informed decisions
* Map and document HRIS functionalities: personnel administration, payroll, compliance & reporting, self-service, performance management, and optionally recruitment, training, and development
* Ensure seamless integration and interface planning with related systems (e.g., time tracking, finance, identity management, research, integration frameworks, and other applications)
* Produce a detailed project proposal that defines the future HRIS landscape and supports the subsequent selection and implementation phases
What We're Looking For
* Demonstrable experience as an enterprise architect or specialist architect in at least one domain (networking, security, server infrastructure, application architecture, ERP, ECM platforms, Data Warehouse & BI, etc.)
* Minimum 8 years of expert-level experience in architecture, with at least 2 years as an enterprise architect
* Proven capability in at least one specialist domain (infrastructure, application, security, data, process, etc.)
* Strong experience with capability mapping, value stream mapping, and information modeling
* Hands-on experience with RFP processes and project management facets (costs, timing, coordination, planning, estimates)
* Deep knowledge of business processes and public sector environments
* Mastery of modeling techniques and tools: Archimate, TOGAF, UML, Sparx EA
* Experience with ADR (Architecture Decision Records) and Archimate is highly valued
* Proven track record in delivering complex, high-impact projects in multidisciplinary teams
* Ownership mindset: you drive outcomes, solve problems, and deliver measurable impact
Language Proficiency
* Fluency in Dutch at European CEFR level C2 is required
Other Requirements
* Freelance position – 4 months, full-time (100%)
* On-site presence required (remote work is not possible)
* Estimated workload: 200 hours
* Project delivered under a framework contract (2022–2027)
