Job Context and Purpose of Activity/Assignment
UNICEF Brazil’s 2024‑2028 Country Program prioritizes confronting school failure culture and enhancing education quality nationwide. The Education area has developed three strategies: Successful School Pathways Strategy (SSP), One Million Opportunities initiative (to address workforce transition for vulnerable youth), and Generation Unlimited, an UN‑led plan providing innovative solutions through a Public‑Private‑Youth Partnership.
This consultancy, under a 1 Million Opportunities Programme Officer, is expected to manage the pedagogical content production for the 1MiO initiative, providing technical support for curation and content production.
Scope of Work
1. Work closely with the Education team to support the coordination of the School to the World of Work Transition methodology that will be implemented in partnership with states and municipalities.
2. Work closely with the Education team to support the coordination of the content production of 1MiO initiative (courses, pedagogical material for educators, content curation, etc.). Main thematics: Life Skills and Mental Health, Foundational/Remedial (math, reading, writing), Digital (STEAM and AI), Green, Job specific skills, Entrepreneurial and creative economy.
3. Work closely with the Education team to support the coordination of curation and adaptation of new courses for the 1MiO platform.
Deliverables
Deliverable 1: Technical Guidance and Revision of 1MiO Pedagogical Guide for Minas Gerais State
* Review pedagogical guides of 1MiO initiative: Life Project content for educators.
* Connect material with the curriculum of Minas Gerais and the National Curriculum (BNCC).
* Participate in 4 online strategic meetings focused on planning and aligning goals with UNICEF and implementing partners for the quality of digital material.
Deadline: 1 month from contract signed.

Deliverable 2: Supervision and Revision of Content Production of 2 Courses in Financial Education
* Support UNICEF team to select new courses for 1MiO platform (courses from partners in the ecosystem).
* Review the content production of 1 course (5 hours) for 1MiO platform (adolescents). Content production involves scripting, production, recording, and video/audio editing.
* Review the content production of the 1 course for educators that will be available in UNICEF AVA. Content production involves scripting, production, recording, and video/audio editing.
* Validate the contents of students and educators courses.
Deadline: 2 months from contract signed.

Deliverable 3: Report – Supervision and Revision of Content Production of UNICEF SEAL Course
* Support UNICEF with the methodology co‑creation of the program that will be implemented in UNICEF Seal.
* Support UNICEF team to select new courses for 1MiO platform (courses from partners in the ecosystem).
* Review the content production of 1 course (5 hours). Content production involves scripting, production, recording, and video/audio editing.
* Validate contents with implementing partner and Education team.
* Participate in 4 online strategic meetings focused on planning and aligning goals with UNICEF and implementing partner for the quality of digital material.
* Conduct 1 in‑person meeting to approach development.

Deliverable 5: Report – Supervision and Revision of Content Production of 1MiO Materials for Adolescents, Young People and Stakeholders (Life Skills, Mental Health, etc.)

* Review the content production of the 1 course (scripting, production, recording, video/audio editing).
* Validate contents.

* Facilitate the production of online courses for educators, pedagogical coordinators, and managers.
* Support the creation of learning pathways for 1MiO courses on the platform.
* Facilitate the production of pedagogical material for teachers, coordinators, and managers.
* Define the scope of 1MiO training area in UNICEF Seal initiative, considering guidance from the UNICEF Education team.

Deliverable 7: Report – Support the Supervision and Revision of Content Production of Pre‑Apprenticeship Approach
* Support UNICEF with methodology co‑creation of the program to be implemented in partnership with states.
* Support UNICEF team to select new courses for 1MiO platform (courses from partners in the ecosystem) related to the thematic.
* Review the content production of 1 course (5 hours). Content production involves scripting, production, recording, and video/audio editing.
* Validate contents with Education team.
* Deliver a quality‑assurance framework for digital materials, informed by inputs from six online strategic meetings with UNICEF.
* Conduct 1 in‑person meeting to approach development.
Deadline: 7 months from contract signed.

Deliverable 8: Report – Supervision and Revision of Content Production of Creative Economy Methodology
* Support UNICEF with methodology co‑creation of the program to be implemented in partnership with states and municipalities.
* Support UNICEF team to select new courses for 1MiO platform (courses from partners in the ecosystem) related to the thematic.
* Review the content production of 1 course (5 hours). Content production involves scripting, production, recording, and video/audio editing.
* Validate contents with implementing partner and Education team.
* Develop a strategic alignment package (action points, quality requirements) derived from six online planning meetings with UNICEF and the partner.

* Coordinate the production of the new Landing Page of 1MiO Courses.

* Support UNICEF with methodology co‑creation of the program to be implemented in partnership with states and municipalities.

* Review the content production of 1 course (5 hours). Content production involves scripting, production, recording, and video/audio editing.
* Validate contents with implementing partner and Education team.
* Deliver eight planning and alignment summaries with UNICEF and the partner to support quality assurance of digital materials.
* Conduct 1 in‑person meeting to approach development.

Travel Plan
1. Costs of 2 travels to São Paulo and 1 to Brasília.
2. This consultancy is home‑based, with an estimated 2 trips to São Paulo municipality and 1 to Brasília. Each trip is estimated at 2 to 4 days.
3. The consultant is responsible for arranging own travel, including travel insurance.
4. All travel fees must be included in the financial proposal.
Minimum Qualifications
* Degree in education, Social Sciences, political science, communication, public policy, international relations or related fields.
* Minimum of 7 years of professional work experience at national or international levels in relevant Education, Environmental Education, STEAM, Life Skills approach, Advocacy, Public Policies or related programs. Experience in UN system agency or organization is an asset.
* Fluency in Portuguese required. Knowledge of English is an asset.
* Knowledge of children’s rights issues, including the Convention of Rights of the Child and the Statute of the Child and the Adolescent.
* Experience in content production, teachers and education managers training and advocacy with governments.
* Teamwork skills and capacity to work with tight deadlines.
