The Greens/EFA Group in the European Parliament has decided to open the procedure for filling a post of Head of Unit (PG) for the Green and Social Economy Unit, as Temporary Agent (AD 9), in its Secretariat in Brussels.

Place of employment

Brussels (Belgium). Regular travel outside the place of work is required, in particular several days per month to Strasbourg during the plenary session and to other Member States for short trips.

The post will be available as of January 2026.

Nature of the Function and Profile

The Head of the Unit for Green and Social Economy fulfils a supranational function within the Greens/EFA Group Secretariat and assists Greens/EFA Members of the European Parliament in carrying out their duties.


Tasks to be performed


A. Political responsibilities

* Coordination of the horizontal work among committees within the domain of responsibility (BUDG/CONT/ECON/EMPL/IMCO/REGI/CULT/FEMM), in particular the organisation of spaces of coordination between committee WGs level and Group’s level;

* Coordination and development of the social mainstreaming strategy of the Group, in close cooperation with the other team leaders;

* Participation, in the area of responsibilities, to the definition of the strategic orientation and priorities of the Group;

* Ensures, in particular by participating to the relevant committees WGs, that the team’s activities serve the overall strategy and priorities of the Group;

* Ensures that any file of significant political importance (especially where there are internal differences) is brought to the attention to the entire Group at an early stage for debate and decision;

* Gives input in the area of responsibilities for the definition of the agenda of Group and Bureau meetings;

* Close cooperation with the Communications department, and the Outreach & Stakeholders engagement department in order to maximize external impact of the Group’s political work in the area of responsibility;

* Attendance to Bureau meetings.


B. Staff responsibilities

* Ensures the proper execution of all HR-processes for the people under their management responsibility: selection procedures, onboarding, trainings, career development, absence management, conflict management, performance management and assessment;

* First assessor for the Staff members under her/his responsibility in the evaluation process;

* Management of the workload of people under their responsibility on the basis of political priorities ensuring both a fair distribution of the effort and an adequate work/life balance;

* Provides input to the SG and DSG-HR pertaining to the improvement of HR procedures;

As a member of the Group’s Management Team, they will, whenever appropriate, take additional tasks in the interest of the service.


Competences and Experience


Requirements

* Qualifications and professional experience as laid down in heading III. B. 1;

* Knowledge of languages as set out in heading III. B. 2;

* Excellent political knowledge and experience in strategic political thinking;

* Experience with sensitive policy and political files;

* Experience in prioritising and organising;

* Experience analysing different texts and policy documents;

* Experience identifying key information;

* Excellent inter-personal skills.


Assets

* Experience with and knowledge of the work and procedures of the European Parliament and of the Greens/EFA Group;

* Experience in coordinating different people’s work;

* An educational background in line with the nature of the function;

* Additional education or trainings in the field;

* Knowledge of other official languages of the European Union.


Conditions for Admission

The selection procedure is open to candidates who fulfil the following conditions by the closing date for applications.


General Conditions

Under article 12(2) of the Conditions of Employment of Other Servants (CEOS) of the European Union, candidates must:

* be citizens of one of the EU Member States, unless an exception is authorised by the authority referred to in the first paragraph of Article 6 CEOS;

* enjoy their full rights as citizens;

* have fulfilled any obligations imposed on them by the laws concerning military service;

* meet the character requirements for the performance of the duties involved.


Qualifications and Professional Experience Required


Qualifications

Candidates must have at least a level of education which corresponds to a level of:

* completed university studies of at least four years attested by a diploma, or

* completed university studies attested by a diploma and appropriate professional experience of at least one year when the normal period of university education is at least three years,

The following will also count as professional experience:

* paid or unpaid traineeships or voluntary work, provided that they:

o do not form part of a course of study;

o last not less than five months full time.

The total credit for traineeships shall not exceed one year.

* a secondary-education diploma giving access to higher education and a subsequent diploma certifying successful completion of a vocational training course of at least three years’ duration and appropriate professional experience of at least one year.


Professional experience

In addition, and subsequently to III B 1 a), III B 1 b) or to III B 1 c) a minimum of 8 years of professional experience preferably in a political sector and/or in an international environment.


Knowledge of languages

Candidates must have an excellent level (level C1) of English for working purposes and a very good knowledge of at least one other official EU language. Knowledge of other official languages of the European Union will be an asset.
