About the organisation
Cool Heating Coalition (CHC) was founded by a set of non-governmental organisations in 2023 to help incentivise the necessary transition to decarbonised, renewable and affordable heating and cooling at the European level.
We support our member organisations within the public debate on climate action, driving urgent and ambitious policy to reduce and phase out greenhouse gases from the heating and cooling sectors, currently responsible for roughly half of the EU’s energy use. In parallel, we support the delivery of a socially responsible heating and cooling transition and engage in EU-based communications and advocacy on the transition.

Position
The Coalition is currently accepting applications for an experienced policy officer to support the Coalition’s policy development and advocacy work. The contract is initially for one year, on a freelance consultancy basis.
Working very closely with the Coalition team and policy officers from the membership, the successful candidate will develop and implement policy plans and campaigns to help speed up the transition to zero-emission heating and cooling at the EU level.
You’ll need to work in particular with the Coalition Director and Junior Policy Officer and possess a proven interest and policy experience in energy, heating and cooling issues at the EU-level. You'll be working as part of a small, fast-paced, European team that operates at the EU-level and across all EU policy-making arenas.
You'll need to bring an excellent understanding of how to create political impact through EU policy advocacy and campaigning, as well as a network of relevant EU policymakers and other stakeholders on the issue.

Key responsibilities
Reporting to the Coalition Director, the Policy Officer, in close cooperation with the rest of the team, will be responsible for:
* Developing and implementing policy strategies and tactics with a view to influence and shift public and media debates about heating and cooling issues at the European level;
* Managing current and setting up new policy projects and campaigns. This also involves close coordination with coalition members in support of their heating and cooling policy work and advocacy efforts;
* Collaborating with the coalition to write and deliver materials, papers, research, and messaging around political processes;
* Tracking policy debates around the heating and cooling decarbonisation to identify opportunities for intervention actions and act as a source of intelligence for colleagues and partners;
* Developing and maintaining strong relationships with policymakers in all EU institutions as well as with other relevant stakeholders.
Requirements
* At least 4-6 years’ experience on energy policy, heating and cooling and/or campaigning.
* A good understanding of the processes and dynamics of EU politics;
* Experience with deploying advocacy strategies tailored for specific policy audiences;
* Strong experience in developing policy-relevant documents (positions, background papers, etc.);
* Outstanding verbal and written communication skills in English with proven ability to produce impactful communication content, knowledge of at least one other European language;
* A commitment and genuine interest in the mission and values of the coalition;
* Effective project management skills with proven ability to manage multiple projects in a fast-paced environment;
* High level of self-motivation and can-do mentality;
* Team player with the disposition to work generously with colleagues in a high-trust and values-based community of peers.

Location
The successful candidate will be based in Brussels, Belgium. Remote working is the likely operational mode. You must have the relevant work permit for Belgium.
