The European Lotteries (EL) is the Brussels-based European umbrella Association of national lotteries operating their services for the public benefit across Europe.
EL is the largest and most representative lottery and games of chance sector's association in Europe, with a total of 72 members present in 41 countries, including all EU member states.
EL promotes the sound and sustainable lottery model for the benefit of society within the European regulatory framework, engaging with EU institutions and relevant stakeholders to ensure that EU policies and legislation appropriately reflect licensed, state-regulated lottery activities.
The Role
EL is seeking a full-time
Senior Policy Officer
responsible for monitoring and analysing EU legislative and political developments relevant to Lotteries, preparing policy positions, editing briefings for EL members, coordinating evidence-based input, and managing advocacy activities towards European institutions.
Key responsibilities
* EU policy monitoring and analysis
Monitor, analyse, and report on EU legislative, regulatory, and political developments relevant to lotteries, including internal market legislation, digital and online regulation, consumer protection, AML, competition, and state aid.
* Policy development and advocacy support
Draft and coordinate policy documents, including position papers, consultation responses and background notes. Support engagement with European institutions and represent EL in meetings, conferences, and expert forums.
* Coordination with member organisations
Coordinate working groups and expert meetings involving member organisations. Provide regular policy updates and tailored briefings to members, and facilitate the collection, analysis, and consolidation of member input into common EU-level positions.
* Evidence-based advocacy and data use
Collect, analyse, and consolidate data from member organisations and relevant external sources to support EU policy and advocacy work. Translate data and research into clear, evidence-based policy positions for engagement with EU institutions and stakeholders.
* Internal coordination and support
Work closely with the team to ensure coherence between policy, communications, and organisational priorities. Contribute to internal planning, reporting, and strategic reflection.
Your Profile
* 3-5 years of relevant professional experience in EU public policy, regulatory affairs, public affairs, or a related field.
* University degree in law, political science, economics, or a related field.
* Strong knowledge of EU legislative processes and the Brussels policy environment.
* Strong interpersonal skills and confidence engaging with senior stakeholders.
* Ability to translate complex regulatory issues into clear, persuasive messaging.
* Excellent written and verbal communication skills in English; additional EU languages are an asset.
* Proactive, organised, and able to manage multiple priorities.
* Eligibility to work in the EU.
* Open to undertake occasional travel within the EU.
