Smile2Impress is a non-profit organization (Association Loi 1901) dedicated to making high-quality orthodontic care accessible. We operate regulated Dental Health Centers (Centres de Santé Dentaire) across France. Our mission is to combine medical excellence with social responsibility, strictly adhering to the regulatory frameworks set by the Agence Régionale de Santé (ARS) and the French Public Health Code.
We are looking for our new Treasurer to join our Finance department from the office in Barcelona.
The Treasurer is a critical member of the Executive Board (Bureau). Beyond standard bookkeeping oversight, the Treasurer acts as the Guardian of Compliance. You will ensure that the Association operates with financial transparency, adheres to the "non-profit management" requirement (gestion désintéressée), and remains compliant with the strict laws governing Dental Centers (specifically the Loi du 19 mai 2023).
You will work closely with the President, the external Chartered Accountant (Expert-Comptable), and the Statutory Auditor (Commissaire aux Comptes).
Responsibilities:
A. Financial Oversight & Strategy
* Budgeting: Lead the creation of the annual provisional budget (Budget Prévisionnel) in collaboration with clinic management.
* Cash Flow Security: Monitor cash flow to ensure the timely payment of URSSAF, staff salaries, and suppliers.
* Banking: Serve as the primary signatory on bank accounts. Validate all expenses above a set threshold to prevent misuse of funds.
* Reporting: Present quarterly financial updates to the Board of Directors (Conseil d'Administration).
B. Regulatory & Legal Compliance (Critical)
* Non-Profit Status: Ensure all financial flows respect the principle of "non-profit management." Guarantee that no profits are covertly distributed to members or partners.
* ARS Relations: Verify the accuracy of financial data submitted to the Agence Régionale de Santé (ARS) and the Health Insurance Fund (CPAM).
* Audit Management: Act as the main point of contact for the Statutory Auditor (Commissaire aux Comptes) during the annual certification of accounts.
C. Governance
* Annual Assembly: Prepare the Annual Financial Report (Rapport Financier) and present it for approval at the General Assembly (Assemblée Générale).
* Alert Duty: Exercise the "Right of Alert" (Droit d'alerte) if you identify any financial risks that could jeopardize the association’s continuity.
4. Candidate Requirements
Professional Background:
* Experience in Corporate Finance, Accounting, Legal Compliance, or General Management.
* Familiarity with the French "Association" accounting standards (Plan comptable associatif) is highly preferred.
* Experience in the Healthcare sector or with regulated entities is a plus.
Legal & Ethical Prerequisites (Mandatory):
* No Conflicts of Interest: In compliance with the Loi Anti-Cadeaux and ARS regulations, you must not have direct financial interests in suppliers, landlords, or partners of the clinic.
* Clean Criminal Record: Must be eligible to manage a health center (implies a clean Casier Judiciaire B2).
* Independence: You cannot be a subordinate employee of the clinic while serving as Treasurer (to preserve the independence of the Board).
Soft Skills:
* Rigorous Integrity: Uncompromising regarding legal compliance and transparency.
* Pedagogy: Ability to explain complex financial constraints to non-financial medical staff.
* Availability: Ability to attend Board meetings and review accounts monthly.
