Overview
We are seeking an experienced Quantity Surveyor/Contracts Manager to lead all commercial and contractual activities on our pharmaceutical manufacturing facility construction project in Belgium. This role manages project costs, contracts administration, and commercial risk across multiple high value work packages.
Responsibilities
1. Manage commercial aspects of multiple construction contracts including EPCM, trade packages, and equipment procurement
2. Lead cost control, budgeting, and financial reporting for all project work packages
3. Administer contract variations, change orders, and extension of time claims
4. Coordinate monthly payment applications, progress valuations, and final account settlements
5. Manage procurement processes ensuring compliance with EU procurement regulations
6. Lead commercial risk identification, mitigation, and claims resolution
7. Interface with client commercial teams, contractors, and supply chain partners
8. Provide commercial guidance to Construction Manager and Package Owners
9. Prepare and present commercial reports to Project Director
Qualifications
10. Bachelor's degree in Quantity Surveying, Construction Management, or related field
11. Chartered membership (RICS, CIOB) or equivalent European qualification preferred
12. 8-12 years commercial management experience on major construction projects
13. Proven experience with pharmaceutical/industrial construction contracts
14. Expertise in contract administration (FIDIC, NEC4, or similar standard forms)
15. Strong cost control, budgeting, and financial forecasting capabilities
16. Experience with EU procurement regulations and tender processes
17. Knowledge of construction law, variations, and dispute resolution procedures
18. Understanding of pharmaceutical construction processes and GMP requirements
19. Ability to interpret technical drawings, specifications, and work breakdown structures
20. Experience with project management software and cost control systems
21. Strong negotiation skills and commercial acumen
22. Excellent analytical and problem-solving capabilities
23. Proven ability to manage commercial relationships with multiple stakeholders
24. Fluency in Dutch advantageous
