Deadline to apply is Wednesday 22 October 2025 The Infrastructure Management Section (IM) is responsible for master infrastructure planning, devising and implementing management policies for the receipt, processing and completion of all construction, maintenance, repairs and alterations to SHAPE installations and support facilities, and liaising with the Host Nation (HN). The Works Coordination and Inspection (WCI) Cell is responsible for management of maintenance projects. Principal Duties The incumbent's duties are: Undertake the duties of a Senior Project Manager for construction biased projects and delivery of multi-disciplinary projects, working with the other ISS WCI Project Managers, Contract Officers' Technical Representative, Host Nation, NATO Agencies and others to deliver successful projects. Principal responsible for identification, development, submission of NATO Security Investment Programme's (NSIP) infrastructure projects requested through ISS WCI. Management of NSIP infrastructure projects when SHAPE is designated as Host Nation (HN). Conduct stakeholder management; identifying, influencing and communicating with those who have an interest or role to play in a project and with those who are impacted as a result. Partnering with key stakeholders to develop the technical requirement, the scope of work, project planning, the procurement and delivery strategy in order to plan, execute and deliver successful projects Responsible for the coordination and verification of all technical aspects of engineering operations pertaining to maintenance, repair, construction and all other services provided by the Host Nation (HN) and/or external contractors. Maintain contacts with internal and external staff elements on matters related to engineer works services. Develop, analyse and approve all technical aspects of the Statements of Requirements (SOR) for multidisciplinary infrastructure projects in close liaison with the requestor. Ensure that the latest HN legislation in reflected in the SORs for infrastructure. Through industry engagement, innovate to develop technical designs and specifications based on modern and standard accepted practices, whilst assuring compliance with European and NATO standards. Review, analyze and negotiate all elements of external contractors' design and delivery proposals to ensure technical compliance and acceptable delivery schedules. Constant liaison and communication with the customer/client and key stakeholders throughout all phases of a project. Manage & inspect construction works projects for progress, compliance, safety, cost-saving, change procedures, milestone payments, provisional and final acceptance of all works at project completion. Ensure that all SHAPE directives and policies concerning standard construction practices and health and safety requirements are being implemented. Study reports prepared by external agencies (Consultants, architects, civil engineers, etc.) and provide analysis. Advise command on technical issues related to the planning and execution of multi-disciplinary projects. Coordinate with other ISS Branch technicians and external contractors on project execution and integration. Undertake continuous personal professional development to maintain and enhance project management key skills and experience. Essential Qualifications A. Professional/Experience Proven experience in all aspects of multi-discipline infrastructure projects, including: construction of buildings, roads and associated ancillary services. Experience to include 2 years in a supervisory role for construction work. Familiarity with EU and HN civil engineering standards and construction practices. Experience in the project management of projects requiring multi-disciplinary coordination. A minimum of four years' experience in similar management role with responsibility for the maintenance and upkeep of a large infrastructure complex. A minimum of four years' experience in construction management, and planning and programming of large infrastructure projects. B. Education/Training University Degree in management information systems, accounting, economics, finance, business administration, public administration, operations research, project management or related discipline and 4 years post related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 7 years post related. C. Language English - SLP 3333 (Listening, Speaking, Reading and Writing) French - SLP 2222 (Listening, Speaking, Reading and Writing) NATO Grade : 17 Basic monthly salary : 7,970.25 Euros
