Position Summary
We are looking for an experienced Mechanical Construction Project Manager with a strong background in industrial boiler projects, primarily within waste-to-energy environments. Reporting to the Section Manager, this role is central to the planning, coordination, and communication of projects from early bid phase through final delivery, ensuring alignment and satisfaction across all involved parties.
The position is initially offered through an engineering agency, with the intention of transitioning to a permanent role within the organization after approximately 12 months.
Key Responsibilities
A] Tendering & Pre-Project Phase
Contribute to business development activities and project preparation by defining technically and commercially sound solutions:
* Prepare and compile qualification and tender documentation
* Develop and execute bid strategies that clearly demonstrate value to the client
* Establish preliminary project baselines based on feasible technical solutions aligned with business objectives
* Define execution sequencing and high-level project planning
* Develop procurement and subcontracting strategies
* Perform cost estimates for mechanical scopes (welding, lifting operations, logistics, fabrication, project supervision)
* Assess availability of internal and external resources
* Identify, assess, and manage project risks and opportunities
* Participate in contract negotiations with clients and key suppliers
* Ensure compliance with internal governance and approval processes
* Support a smooth handover from tendering to execution by contributing to project kickoff preparation, validation, and organization
* Ensure that lessons learned from previous projects are properly incorporated into new bids
B] Project Execution & Site Management
Manage and deliver projects safely, on time, within budget, and to the required quality standards:
* Lead and coordinate site teams including foremen, welders, and pipefitters
* Develop the project execution plan and site-specific safety plan
* Structure the project using WBS, detailed schedules, and budget allocations
* Negotiate and manage subcontractor agreements
* Organize site setup (temporary facilities, tools, scaffolding, lifting equipment, etc.)
* Supervise skilled labor directly on site
* Ensure completion of all site-related administrative requirements (time registration, work permits, workforce declarations, equipment tracking, etc.)
* Maintain detailed and coordinated planning to minimize co-activity and improve efficiency, with full stakeholder alignment
* Monitor progress against schedule, budget, and critical path
* Enforce health, safety, and environmental requirements (work permits, toolbox talks, LMRA, HSE plan implementation)
* Oversee quality control activities throughout fabrication and installation
* Manage contractual and legal obligations, including change and variation orders
* Produce regular project reports and lead progress and review meetings
* Close out projects by finalizing documentation, archiving records, closing costs, and capturing lessons learned
C] Operational Improvement – Boiler Solutions Unit
Contribute to the continuous improvement of the operational unit by supporting:
* Efficient invoicing and cost tracking
* Bookkeeping and compliance with local regulations
* Identification and qualification of new subcontractors
* Evaluation and performance monitoring of site personnel
* Structured document and data management
* Exploration of improved operational methods and processes
Profile & Requirements
* Location:
Based in Ans (Liège), with frequent travel to project sites across Belgium
* Languages:
* Fluent French required
* English and/or Dutch considered a strong asset
* Technical Expertise:
* EN and ASME codes
* Welding Procedure Specifications (WPS)
* Quality Control documentation
* TIG and electrode welding processes
* Experience:
* Proven track record in mechanical construction of high-pressure boiler systems
* Hands-on experience with welding of pressure parts and EN 12952 standards
* Background in project and bid management for pressure equipment
* Strong understanding of contractual frameworks and obligations
