Overview
We have a requirement for a Contracts Manager for a large scale Pharmaceutical Construction project in Belgium.
Responsibilities
Procurement (Reference 093-FC-003 Appointment of Contractors)
1. Generate and execute the Project Procurement Plan.
2. Align Project Procurement Plan and understand:
3. Client requirements,
4. Head Contract,
5. PM CM Scope of Services,
6. Contract conditions,
7. Design deliverables.
8. Assign packages to Contract Administrators to procure to award.
9. Ensure Contract Documents are fully executed, returned to correct parties and copy retained for reference.
Contracts Management (Reference 130-FC-007 Contracts Administration - Construction)
10. In tandem with the construction manager ensure contracts are managed and administered in accordance with project procedures, schedule and budgets.
11. Ensure that the CMT Team and specifically CM Package Owners understand the obligations & provisions of the respective contracts.
12. Ensure that the contractor meets its contractual obligations.
13. Ensure that proper documentation is kept to facilitate audits.
14. Reports to Construction Manager or delegate.
Contracts Administration (Reference 130-FC-007 Contracts Administration - Construction)
15. Assign packages to and manage the Contract Administration team.
16. Ensure required Performance Guarantee Bonds are executed.
17. Obtain and retain register of Contractor insurance certificates. Keep up to date insurances in place.
18. Ensure implementation of the Site Work Instructions and Site Variation Orders Procedures. (Reference 130-FC-019 & 020 SWIs & SVOS).
19. Generate Payment Certificate procedure in line with clients and contract requirements.
20. Review Payment Certificates prior to issue for payment.
21. Ensure CMT Contract Administrators hold monthly commercial meetings with contractors.
22. Assist and oversee the Final Account agreement and ensure final certificate is issued.
Reporting (Reference 091-FC-004 Cost Control & Reporting)
23. Input in to and oversee the monthly cost report for incorporation within the monthly Construction Report.
24. Provide input into the Construction Manager’s Weekly report.
Contract Close Out (Reference 130-FC-015 Construction Close Out)
25. Generate contract close out procedure.
26. Generate & issue Practical Completion Certification to all contractors.
27. Generate issue and ensure contractor executes Form of Release.
28. Generate & Issue Final Completion Certificate to each respective contractor.
29. Ensure safe storage of records to archives following completion of the project.
Qualifications
30. Bachelor degree or exceptionally strong trades' background
31. At least 15-20 years' experience in the Construction Services sector
32. Experience in the Life Sciences and/or Mission Critical sectors essential
33. Experience of managing large construction packages essential
34. Excellent communication and reporting skills
35. Excellent interpersonal skills
