The European Federationof Engineering ConsultancyAssociations (EFCA) is theonly federation to representthe engineering consultancyindustry in Europe.Founded in 1992, EFCA has memberassociations in 29 European countriesand more than one million staff inengineering and related services.
EFCA’s mission is to promote the Europeanengineering consultancy industry ata European level and to representit to the European institutions.
As experts in our field, we work toinfluence EU legislation on mattersthat affect our industry, helping us toachieve common European goals suchas the promotion of fair competitionand transparent procurement rules.
EFCA also provides a dynamic networkingplatform for its member associations andfirms to meet and share experiences, aswell as establishing partnerships andalliances with other interest groups.
About Engineering Consultancy
Our members work on a broad rangeof projects, providing expertise andmanagement across many disciplinesincluding structural, environmental, industrial,technological and agricultural engineering.
From building airports to maintainingtunnels, from designing irrigation systemsto evaluating pollution control or analysingeconomic feasibility, our member firms offera wide array of services that touch on everyaspect of engineering consultancy. Beyondtechnical advice and design, engineeringconsultants offer a wide array of servicesfrom advice on procurement and fundingof projects to supervision of construction.
Engineering consultancies in Europe varyconsiderably in size from one country toanother. Generally, however, they tendto be small. In Denmark, France andSweden, for example, more than 90% ofcompanies have less than 10 employees.
Around one million highly skilled builtare employed in the countries thatmake up EFCA’s membership.
The basic engineering investments inthese countries have been estimated at€1,530 billion, whereas the total production ofprofessional engineering consultancy servicesis considered to amount to more or less28% of this sum, i.e. around € 20 billion.

Together with the President, the DirectorGeneral (DG) is the public face ofthe organisation and is responsiblefor its office leadership, and givingdirection and clarity to the Federation’sstrategic and policy development.
The priorities for the new DG will be to ensure a continuingadaptation to an ever changing political landscape,raising the profile of the federation, the industry andbuilt environment related federations towards theEU institutions by developing European partnershipsand expanding the current membership base.
The DG reports to EFCA’s Board of Directors;
– Advising the Board on all aspects ofEFCA’s strategic development;
– Acting as the ambassador for the federation in meetingswith leading figures in European institutions, privateindustry and with European development agencies;
– Managing the planning and delivery of the federation’sestablished programmes, events and activities in thebest interests of the organisation and its members;
– Exercising financial control and budgetarymanagement for EFCA and its programmes;
– Leading, managing and reviewing the workof the Secretariat staff the Brussels HQ;
– Supporting good governance of the associationwith the Board and Members;
– Developing and advocating policy positionsthat influence European decision-makers.

– Advise on a clear strategic direction forEFCA and overall leadership;
– Delivery of EFCA initiatives, events andactivities to a high standard;
– Introduction of new programmes and activities relatedto the requirements of member countries and of theinternational EFCA and FIDIC member associations;
– Effective delivery of outputs established inthe organisation’s Forward Plan;
– Effective financial control and management;
– Facilitating a culture that inspires and motivates all employees;
– Actively seeking out and promoting initiatives that improveand maximise efficiency and make best use of resources;
– Developing a succession plan within the management team;
– Supporting EFCA Member Associations, and providing them withnetworking opportunities to share experiences and knowledge;
– Review and introduce appropriate software and hardware forinformation systems, communication and other applications;
– Coordination of internal and external communications,ensuring development of a strategic communicationsprocess and social media usage.
Candidate Requirements
– As a potential candidate, you will be assessed againstthe following key requirements for the post:
Experience
– A university Business degree, Master Degree or an MBA;Bachelor degrees with relevant experience can be considered;
– Previous experience with the European Institutions is a strong plus;
– Solid track record of strong leadership, buildingand motivating effective and productive teamsin an organisation of comparable size;
– Strong administrative, governance and financialskills demonstrated in a senior strategic role;
– Strong administrative and financial skillsdemonstrated in a senior strategic role;
– Establishing, managing and developing collaborative workingrelationships with a range of internal and external bodies;
– Experience and understanding of internationalcommunications issues, policy and technology;
– Experience and understanding of international developmentissues, including technological, social and economic development;
– A track record of negotiating, influencing and persuadingothers at a senior level both internally and externally;
– Effective communication at all levels often coveringcomplex and wide ranging subjects;
– Experience in developing and implementing innovative measures.
Skills and Abilities
– Proficiency in English (both oral and inwriting) is a must, command of otherEuropean languages is an asset.
– Ability to establish credibility quickly,particularly in new areas of influence;
– Ability to speak convincingly in public;
– A consultative and facilitativestyle with the ability to influenceothers where appropriate;
– Ability to provide direction and leadershipin a way that inspires confidence andcommitment and encourages ideas,innovation and initiative from others;

– Ability to think clearly and analytically,grasp complex issues and develop soundjudgments in a sensitive environment;
