What you will do

To support our growing ecosystem of experts, we are looking for a Recruiter for External & Contingent Workforce who understands the pace, complexity, and talent needs of a hightech research environment. If you come from the agency world—as a Recruitment Consultant, Account Manager, Contractor Desk Consultant, or Bid/Tender Coordinator—this is an opportunity to bring your expertise in sourcing niche profiles and managing external talent into a strategic internal role.
Key responsibilities:
Identify, attract, and engage external experts in fields such as nanoelectronics, embedded systems, AI, software engineering, data science, and digital innovation.
Build and maintain strong pipelines for recurring consultant needs.
Build and maintain strong business relationships with key stakeholders internally and externally.
Negotiate rates and contract terms within internal guidelines.
Manage onboarding and offboarding for non-payroll workers, ensuring smooth integration into research and support teams.
Track contract durations, extensions, and compliance in internal systems.
Support consultant hiring that requires a formal tender process (mini competitions under framework agreements).
Ensure documentation is complete, transparent, and compliant with (public procurement) rules.
Guide hiring managers on timelines and expectations for non-payroll hiring.

Your Background:
You have 5 – 10 years' experience in one or more of the following agency roles:
Recruitment Consultant (contracting desk)
Account Manager in a staffing or consulting agency
Talent Acquisition Consultant (agency side)
Bid/Tender Coordinator or Proposal Manager supporting consultant submissions
Your Skills:
Ability to manage multiple stakeholders and priorities
Comfortable negotiating rates and contract terms
Structured, documentation minded, and process oriented minded, and process oriented
Curious about research, innovation, and emerging technologies
Experience with tender procedures or public procurement is a plus
Professional proficiency in Dutch and English is required
