Our client, a public sector organization undergoing a major digital transformation, is seeking a Senior Enterprise Architect & Program Manager. This role bridges long-term architectural vision with short-term delivery, leading strategic roadmaps and enhancing organizational maturity through governance and coaching.
Define and implement an enterprise architecture that supports long-term organizational stability.
Develop an integrated roadmap for strategic projects, managing dependencies, priorities, and resource allocation.
Advise the executive committee on strategic choices and the impact of architectural decisions.
Establish pragmatic governance processes and quality standards suitable for a compact organization.
Lead complex change management initiatives to increase maturity in business analysis and project management.
Coach internal teams to ensure knowledge transfer and sustainable internal growth.
What are we looking for?
You have 15+ years of professional experience, including at least 8 years in Enterprise Architecture or Program Management within complex environments.
You possess a Master's degree in Computer Science, Engineering, Business Administration, or a related field.
You bring 10+ years of experience leading multi-project programs using methodologies such as Prince2 and Agile.
You have 10+ years of experience in change management and guiding organizations through large-scale transformations.
You possess 10+ years of experience collaborating with IT departments on SDLC, DevOps, cloud patterns, and API architecture.
You are fluent in Dutch, French, and English, both written and spoken.
You bring deep knowledge of architecture frameworks such as TOGAF and hold relevant certifications.
You have strong stakeholder management skills with a track record of advising executive management.
You have experience in high-level sizing, complexity analysis, and translating ideas into deliverable increments (MVP/MMF).
You are able to provide a written proposal on project approach and a portfolio of at least two relevant references.
