Overview
The Defence Policy and Planning (DPP) Division leads the defence-related aspects of NATO’s fundamental security tasks at the political-military level. Within DPP, the Defence Planning Directorate (DPD) coordinates the NATO Defence Planning Process (NDPP) and supports defence reform efforts of nations. The Directorate collaborates with national delegations and staff in capitals on defence planning, including analysis of national defence programmes and NATO reporting on Burden Sharing.
The Principal Financial and Economic Data Analyst reports to the Head, Data Analysis Section, and is responsible for the maintenance, quality assurance, analysis and report generation of defence expenditure, financial and economic information, and for developing relevant databases and tool chains. The role ensures data compilation and processing with emphasis on data quality (accuracy, comparability, completeness) and documents processes and tools. It also contributes to methodologies for data storage, verification, analysis and dissemination, and supports the data analysis function with specialised statistical reports.

Qualifications and Experience
ESSENTIAL
* The incumbent must:
* Have either a higher secondary education with 6 years’ experience in the compilation, management and analysis of economic and financial data from national and international sources, or a university degree in economics, statistics, data science, or finance with a specialisation in applied data work and 3 years of relevant experience. Doctoral studies may be credited towards experience.
* Have strong practical experience in data analytics, visualisation and reporting using data science software (e.g., Python with pandas, numpy, matplotlib; or R with tidyverse including dplyr and ggplot2).
* Have experience developing data repositories and databases, defining database structures and setting up/managing data systems, including data quality assurance.
* Have experience developing data processing pipelines/scripts using version control systems (e.g., Git).
* Be proficient in Microsoft Office tools, particularly MS Excel and MS Word.
* Possess NATO official language levels: English and French at least Advanced (V) in one language and Beginner (I) in the other.
* Be able to work to tight deadlines and be willing to travel and work outside normal office hours.
DESIRABLE
* Understanding of macroeconomic concepts and experience with data from public sources (OECD, IMF, ECB).
* Advanced knowledge of dashboarding solutions (e.g., PowerBI).
* Experience with relational databases (e.g., MS SQL).
* Experience in automating data processing and analysis tasks.
* Experience in developing web applications using industry best-practice frameworks (e.g., .NET or Python web frameworks).
* Knowledge of NATO defence planning and defence expenditure reporting.
Main Accountabilities
* Knowledge Management: Compile and verify defence-related financial and economic data for the NATO Defence Capability Review and produce statistical reports in support of NDPP. Produce reports on defence-related economic and financial data. Follow up with detailed quality assurance questions to country delegations and experts.
* Stakeholder Management: Cooperate with Data Analysis Section and wider DPP staff. Maintain contacts with national authorities, other international organisations and the NATO Data Analyst community. Organise and provide training to national authorities and NATO staff.
* Information Management: Liaise with DPD and DPP to compile and verify defence-related financial and economic information, and assist end-users with statistical reporting and data analysis.
* Expertise Development: Produce and disseminate aggregated statistical information in user-friendly forms (tables and charts). Contribute to development and implementation of NATO financial and economic databases and reporting applications. Develop skills in new technologies and planning, and share knowledge with others.
* Project Management: Provide data quality assurance for national replies to NATO surveys and questionnaires. Perform related duties as assigned.
Interrelationships
The incumbent reports to the Head, Data Analysis Section; collaborates with staff in the Data Analysis Section, the DPD and DPP, and maintains close working relationships with national delegations and authorities responsible for defence planning and related economic/financial matters. Contract
Contract to be offered: definite duration of three years, with possibility of indefinite duration thereafter. If seconded, terms follow NATO Civilian Personnel Regulations; seconded staff may have a maximum of six years in post, with potential renewals subject to national authority approval.
